Geocgi is looking for a Proposal Specialist to support our U.S. government contracts capture and proposal activities. As a Proposal Specialist at geocgi, you'll participate in opportunity identification, qualification, and pursuit decision process. You’ll take ownership of our most complex pursuits from kickoff through submission, shaping proposal strategy, developing client-focused win themes, and ensuring every proposal is clear, compelling, and fully compliant. You will coordinate with recruiting, and work side-by-side with capture managers and technical subject matter experts. You will work under the direct supervision of the director of business development and will consult with company leadership to translate pursuit strategy into winning submissions.

This role calls for U.S. federal government capture support and proposal management experience. Proposal management experience and the ability to manage multiple concurrent pursuits under tight deadlines are required.

This position is a remote opportunity with the preferred hours of performance being eastern time zone.

 

Key Responsibilities:

  • Managing proposals end-to-end, from kickoff through final delivery
  • Leading responses to requests for information (RFIs) and sources sought
  • Analyzing request for proposals (RFPs) and building-out response templates, compliance matrixes, and proposal schedules
  • Collaborating with technical staff and capture managers to shape pursuit strategy, develop win themes, and associated client-aligned messaging
  • Drafting, editing, and customizing resumes, project descriptions, firm narratives, executive summaries, and other proposal materials
  • Liaising with teaming partners and subconsultants on multi-company pursuits
  • Facilitating go/no-go decisions, kickoff meetings, pink/red team reviews, and post-submission retrospectives
  • Keeping data current in the business development (BD) pipeline and contributing to ongoing marketing content development
  • Ensuring consistency of win themes and messaging across all proposal and presentation materials
  • Leveraging knowledge management platforms and artificial intelligence (AI) resources to streamline content development, organization, and compliance tracking
  • Tracking opportunity websites and flagging strategic opportunities for further review
  • Supporting the rollout of proposal quality and compliance standards aligned with geocgi's brand and style guidelines
  • Guiding and mentoring capture managers in bid and proposal best practices

The following are requirements of the Proposal Specialist:

  • U.S. Citizen.
  • Minimum 3 years of experience supporting U.S. government contract capture and proposal support.
  • Bachelor’s degree in Business, Marketing, Geography, GIS, Computer Science, Engineering, or related field; or 10+ years of experience in government contracting proposal management
  • Well-versed in bid and proposal best practices
  • Experienced in U.S. federal government contract forecasts and procurement websites, portals, vehicles, etc.
  • Proficient in MS Teams, SharePoint, and on-line, collaborative proposal development
  • Proficient in proposal compliance matrix development and compliance check processes
  • Ability to directly and indirectly facilitate the writing of compliant and compelling proposals
  • Experience supporting multi-company proposals
  • Exceptional writing, editing, and verbal communication skills
  • Strong organization, time management, and detail orientation
  • Ability to interpret complex RFPs and develop compliance structures and pursuit strategies

The following are preferred of the Proposal Specialist:

  • Certified by the Association of Proposal Management Professionals (APMP)
  • Hold other bid and proposal management certification(s) (i.e., Shipley, etc.)
  • Experience in Information Technology professional services to the U.S. government
  • U.S. Department of Defense (DoD) support experience
  • Experience submitting proposals for government-wide acquisition contracts (GWACs)
  • Experience responding to task order solicitations on GWACs

The annual base salary range for this position is anticipated to be $90,000-$110,000 USD. The listed salary range represents our good faith estimate for this position.
