SC Cleared Project Manager - Azure Tenant Separation

Location: Fully remote
Start: ASAP
Duration: Initial 20-day engagement, with a view to a long-term extension
IR35: Outside IR35
Security clearance: Current SC clearance is essential

We are seeking an experienced SC Cleared Project Manager to manage the discovery and assessment phase of an Azure tenant separation project for a UK software and services provider operating in the public sector.

The project involves separating approximately 12 customer Azure subscriptions from a parent tenant into a new, independently governed tenant to support data sovereignty and compliance.

The initial 20-day engagement will focus on coordinating discovery, establishing scope and dependencies, managing risks and governance, and developing a practical separation and cutover plan. There is potential for a long-term extension to oversee subsequent delivery phases.

Key responsibilities

  • Manage the discovery and assessment phase, maintaining the project plan, milestones, actions and deliverables.
  • Coordinate the Azure Architect, engineering teams, security specialists, service owners and customer stakeholders.
  • Ensure workloads, subscription ownership, access requirements and technical dependencies are captured and validated.
  • Identify dependencies on the parent tenant and shared services that could affect separation, sequencing or service continuity.
  • Own the RAID log, ensuring clear accountability, mitigation plans and timely escalation.
  • Establish project governance, progress reporting, decision tracking and approval processes.
  • Coordinate security, compliance, data sovereignty and target-tenant governance requirements with relevant specialists.
  • Work with technical teams to develop migration sequencing, cutover plans, rollback arrangements and readiness criteria.
  • Manage customer communications, change windows and stakeholder approvals.
  • Produce a discovery and assessment pack outlining scope, dependencies, risks, indicative timelines and recommendations for implementation.

Essential skills and experience

  • Current SC clearance.
  • Proven project management experience delivering Azure migrations, cloud infrastructure change or tenant separation projects.
  • Strong experience coordinating technical discovery and turning findings into an actionable delivery plan.
  • Excellent RAID, dependency management, governance and stakeholder management skills.
  • An understanding of Azure subscriptions, Microsoft Entra ID, access controls, networking and shared services sufficient to challenge plans and communicate risks.
  • Experience planning production migrations and cutovers, including rollback, service continuity and operational handover.
  • Ability to manage multiple technical workstreams and customer stakeholders.
  • Strong communication skills, including reporting to senior stakeholders.
  • Ability to work independently in a remote environment and deliver against a short initial engagement.

Desirable experience

  • Azure tenant-to-tenant migration or subscription separation experience.
  • Public sector or regulated environment experience.
  • Exposure to data sovereignty, cloud security and compliance programmes.
  • Experience managing projects from discovery through implementation.

Expected initial deliverables

  • Validated discovery scope and subscription inventory.
  • Dependency map and prioritised RAID log.
  • Agreed governance and stakeholder engagement arrangements.
  • Proposed migration sequencing and cutover approach.
  • Delivery roadmap, resource requirements and recommendations for the next phase.
