Shelter Manager

Location: Assigned Florida shelter site Type: Temporary, emergency deployment Reports to: Program Manager

Summary: Provides oversight, administrative support and supervision for all functions in an assigned shelter, ensuring residents' needs are met.

Responsibilities

• Direct day-to-day shelter operations, including registration, dormitory, feeding, logistics and pet support functions.
• Supervise Shift Supervisors and assign staff across 12-hour or 8-hour shifts to sustain 24-hour operations.
• Coordinate with county emergency management, the shelter facility, security and partner agencies.
• Ensure access for residents with disabilities and functional needs; identify residents needing care beyond shelter capacity.
• Maintain shelter records, resident counts, timesheets and incident logs; submit daily reports to the Program Manager.
• Support shelter closure and transition of residents to temporary housing solutions.

Qualifications

• 3+ years in shelter operations, social services or health care, including 1+ year supervising staff.
• Disaster shelter experience strongly preferred (county, state or American Red Cross).
• FEMA IS-100, IS-200 and IS-700 required.
• Able to lead calmly in a high-pressure, rapidly changing environment.

Physical and deployment requirements: Able to lift 20 lbs repeatedly, stand for extended periods and work 12-hour shifts in extreme heat or inclement weather; must pass Level 1 background screening.
