Position Title: Sr. Business Analyst
 
Location & Work Arrangement:
 
  • Location: Harrisburg, PA
  • Work Setup: Hybrid (2 days in-office per week in PA including Wednesdays, 3 days remote)

Position Overview

Seeking an experienced Sr. Business Analyst to drive the modernization of a critical public utility application. You will work closely with business units, product managers, and technical teams to gather requirements, optimize business processes, and oversee product testing.
 

Key Required Skills & Core Qualifications

  • Core BA Experience: 7+ years of experience as a Business Analyst, including at least 3+ years in a Senior BA role.
  • Requirements & User Stories: Proven expertise in gathering business requirements and translating them into clear user stories with acceptance criteria.
  • Legacy Modernization: Hands-on experience analyzing legacy applications, digital transformation, and modern architecture migration.
  • Agile / Scrum: Practical knowledge of Agile/Scrum frameworks and tools like Azure DevOps or Jira.
  • Testing & UAT Leadership: Strong background in end-to-end application testing, including leading and coordinating User Acceptance Testing (UAT).
  • Process Improvement: Demonstrated track record in business process reengineering (BPR) and process optimization.
  • Compliance & Standards: Knowledge of accessibility standards (WCAG 2.1), data privacy, and public-sector compliance.
  • Communication: Exceptional written and verbal communication skills to collaborate with both technical teams and non-technical stakeholders.
