Job Description

We are seeking an experienced Product Manager to lead a large-scale application modernization initiative. The ideal candidate will define product strategy, manage roadmaps and backlogs, gather business requirements, and collaborate with technical teams to deliver modern, secure, and user-friendly applications.

Key Responsibilities

• Define product vision, strategy, and roadmap for application modernization.

• Gather, document, and prioritize business requirements and user stories.

• Translate business needs into actionable product backlogs and acceptance criteria.

• Collaborate with business stakeholders, architects, developers, UX/UI designers, and vendors.

• Prioritize features based on business value, risks, dependencies, and strategic objectives.

• Facilitate Agile/Scrum ceremonies, including sprint planning and backlog refinement.

• Oversee application modernization, data conversion, testing, and implementation.

• Define KPIs and monitor product performance and delivery progress.

• Support change management, user adoption, and training.

• Ensure compliance with security, data privacy, accessibility, and applicable government standards.

• Identify project risks and provide regular status updates to leadership.

Required Qualifications

• Minimum 5 years of experience as a Product Manager leading large-scale public-sector modernization initiatives involving budgets of $10M or more.

• Experience with legacy application modernization or digital transformation.

• Strong experience gathering business requirements and managing product backlogs.

• Working knowledge of Agile/Scrum methodologies and tools such as Azure DevOps or Jira.

• Experience overseeing and testing large-scale data conversions.

• Excellent communication, analytical, organizational, and stakeholder management skills.

• YAFOS Certification is required.

Preferred Qualifications

• Experience with enterprise application modernization and modern architectures.

• Familiarity with Microsoft technologies, Azure cloud, and content management systems.

• Experience in process improvement and business process reengineering.

• Knowledge of WCAG 2.1 accessibility standards and government compliance requirements.

• Experience working with public-sector organizations.

• Bachelor's degree in Business, Information Systems, Computer Science, or a related field, or equivalent experience.

Work Arrangement

• Hybrid schedule: 2 days onsite per week in Pennsylvania, including Wednesday, and 3 days remote.

• Candidates must comply with U.S. government equipment security requirements.

• Government-issued equipment must not be taken or used outside the United States.

• Candidates must confirm compliance with these restrictions and provide the required YAFOS certification.
