Proposal Manager

Description
We are looking for a Proposal Manager to support federal pursuit efforts for a Long-term Contract position based in La Crosse, Wisconsin. This role will guide proposals from early planning through final delivery, partnering with contributors across multiple business areas to produce strong, compliant responses. The ideal candidate brings strong writing and coordination skills, is comfortable working in a fast-paced environment with shifting priorities, and can turn complex technical input into persuasive client-facing content.

Responsibilities

Direct federal proposal efforts from initial kickoff through completed submission, ensuring each response stays on track and meets delivery expectations. Build and manage schedules, assign activities across contributors, and maintain momentum throughout the proposal development cycle. Monitor proposal progress, surface potential issues quickly, and elevate concerns when timelines, quality, or compliance may be affected. Draft original proposal sections and convert technical or operational information into clear, persuasive narrative content.

Refine and strengthen material supplied by subject-matter experts so it aligns with messaging, quality standards, and solicitation requirements. Contribute to executive summaries, technical narratives, white papers, and other pursuit-related documents that support capture and response efforts. Organize materials and help prepare teams for oral presentations connected to federal opportunities. Review responses for accuracy, compliance, consistency, and proper placement of content within the final submission package.

Maintain proposal templates, reusable language libraries, and standard response content to improve efficiency across future opportunities. Collaborate across multiple business lines while balancing rapid turnaround requests and competing deadlines in a high-volume environment. Requirements
Demonstrated experience leading and developing proposals for federal government opportunities. Strong knowledge of the federal capture, business development, and proposal process from planning through submission. Familiarity with Shipley methodology or a comparable proposal management framework.

Proven ability to write, edit, and improve technical proposal content for client-facing submissions. Background supporting solutions in IT, technology, healthcare, data, or similarly complex service areas. Experience working with technical experts to gather information and shape it into concise, compelling proposal language. Strong organizational skills, responsiveness, and the ability to shift between management, writing, and coordination responsibilities as priorities change.

Proficiency with Microsoft Office and comfort using proposal workflow, content management, and AI-assisted development tools. Innovation starts with people.
