Description
We are looking for an IT Project Manager to guide an Air quality management software implementation for a regulatory-focused organization in Albuquerque, New Mexico.
This Long-term Contract position offers the opportunity to lead a high-profile initiative that will strengthen permitting, compliance oversight, emissions reporting, inspection workflows, and related operational processes.
The person in this role will work closely with business leaders, technical teams, and external partners to deliver a successful rollout while supporting stakeholder engagement and user adoption.
This is a Hybrid work schedule, 3 days onsite.

Responsibilities

Direct the full project lifecycle for the deployment of an enterprise air quality management platform, from planning through launch and stabilization. Build and maintain detailed project roadmaps, timelines, budget tracking, resource plans, and milestone reporting to keep delivery on target. Partner with program staff, technical teams, vendors, and leadership to align priorities, coordinate workstreams, and resolve delivery obstacles. Lead governance sessions, executive updates, and steering discussions to provide clear visibility into progress, decisions, and next steps.

Monitor scope, risks, issues, dependencies, and change activity, and take corrective action when project conditions shift. Oversee discovery workshops, process analysis, and solution planning to ensure the system supports permitting, inspections, compliance activities, emissions data, and regulatory reporting needs. Coordinate integration planning, data conversion efforts, test execution, user acceptance activities, and production readiness tasks.

Support communication planning, training development, documentation efforts, and change management initiatives to encourage adoption across the organization. Track vendor commitments and contractual deliverables to ensure services and implementation outcomes meet project expectations. Other duties as needed
Requirements
Interviews are currently being conducted, for immediate consideration please apply. The successful IT Project Manager will have:
At least 3 years of experience managing enterprise software implementation projects.

Hands-on knowledge of project delivery approaches such as Agile, Waterfall, or blended methodologies. Proven ability to lead cross-functional teams and work effectively with third-party vendors or consulting partners. Experience overseeing system integration, data migration, and software deployment activities. Strong skills in budgeting, risk management, issue resolution, and stakeholder communication. Comfortable presenting project status, recommendations, and escalations to executive audiences.

Background in government, environmental, regulatory, permitting, compliance, or other public-sector technology initiatives is preferred. Bachelor's degree in Information Technology, Business, Engineering, Environmental Science, or a related discipline is preferred. PMP Certification preferred
