Job Description
The Pennsylvania Liquor Control Board (PLCB) is seeking an experienced Senior Oracle Commerce Cloud Developer to provide advanced analysis, design, development, implementation, enhancement, and production support for enterprise e-commerce applications.
The selected candidate will serve as a Subject Matter Expert (SME) for Oracle Commerce Cloud (OCC) and related systems supporting:
- Fine Wine & Good Spirits website (FWGS.com)
- Licensee Online Ordering Portal (LOOP)
- Associate Portal (AP)
- Oracle Commerce Cloud environments
- Oracle Integration Cloud (OIC) integrations
- Related enterprise applications and subsystems
The candidate will be responsible for developing and maintaining complex software solutions, troubleshooting production issues, supporting integrations, managing application enhancements, performing testing, and ensuring compliance with agency standards and e-commerce security requirements.
Key Responsibilities
- Design, develop, enhance, implement, and support complex software applications and integrations.
- Serve as a Subject Matter Expert for Oracle Commerce Cloud and related enterprise systems.
- Develop and maintain applications supporting FWGS.com, LOOP, and Associate Portal.
- Analyze existing code and design effective solutions for business requests and application defects.
- Develop, debug, test, and document code changes and enhancements.
- Support Oracle Integration Cloud (OIC) configuration and integrations.
- Perform peer code reviews and participate in development quality assurance processes.
- Coordinate application changes through multiple development and non-production environments.
- Support User Acceptance Testing (UAT) and resolve defects identified during testing.
- Manage and document change requests through the agency's change management processes.
- Estimate level of effort for new business requests, enhancements, and technical solutions.
- Research and evaluate new technologies, products, and system integrations.
- Integrate newly selected technologies and systems into the Oracle application ecosystem.
- Provide advanced troubleshooting, debugging, and production support.
- Monitor system performance and identify operational deficiencies.
- Develop recommendations and implement solutions to improve application performance and reliability.
- Support system maintenance activities, including occasional off-hours maintenance.
- Maintain and support non-production environments used for development and testing.
- Ensure environments remain properly managed and organized for development activities.
- Collaborate with developers, business users, IT staff, and management.
- Provide technical recommendations and guidance to stakeholders with varying technical expertise.
- Prepare and provide individual and project status reports.
- Participate in software product evaluations and technology recommendations.
- Support security, backup, recovery, data protection, error handling, and system controls.
- Follow agency, Commonwealth, industry, PCI, security, and e-commerce development standards.
- Document design decisions, technical requirements, level-of-effort estimates, and development activities.

Candidate Requirements
- Strong experience developing and supporting enterprise software applications.
- Experience analyzing existing applications and designing technical solutions.
- Strong troubleshooting and debugging capabilities.
- Experience working independently as well as collaboratively within development teams.
- Ability to estimate development effort for enhancements and technical requests.
- Experience with code reviews, testing, documentation, and change management.
- Strong written and verbal communication skills.
- Ability to communicate technical concepts to both technical and non-technical stakeholders.
Additional Information
- Work Schedule: 40 hours per week.
- Interview Process: First-round interview will be conducted through Microsoft Teams with video enabled.
- Candidates must be prepared to present a valid photo ID at the beginning of the interview.
- Candidates must be able to complete a 360-degree camera view of the interview room as required by the client.
- Government-issued equipment must not be taken or used outside the United States.
- The current contract funding is through December 31, 2026, with a potential extension through June 30, 2027.
