Position Summary SHR Consulting Group is seeking Systems Administrators to operate and maintain the DoD Organizational Messaging enterprise - the systems that allow organizations to exchange classified and unclassified record message traffic across DoD, U.S. Government agencies, Five Eyes partners, NATO, and U.S. installations and embassies worldwide.

You will administer large-scale, geographically clustered, active-active messaging platforms including the Telos Automated Message Handling System (AMHS), the Northrop Grumman Enhanced Communication Gateway System (ECGS), the Message Conversion System and Central Directory Component, the Information Transport Service, the Syndeo Intelligent Gateway, and the Radiant Mercury Cross Domain Solution. Positions are aligned to specific system suites.

Key Responsibilities

  • Perform application suite operation and administration of large-scale, active-active, geographically clustered messaging systems to ensure message access, search, and management capabilities
  • Administer profile libraries, message folders, and bulletin board folders, including creation and maintenance of custom profiles supporting advanced message filtering, Discretionary Access Control, and Limited Distribution Control
  • Monitor local and remote distributed applications, host operating systems, and network connections to ensure messages are being processed; identify, analyze, and resolve system configuration problems
  • Correct intercepted messages, send and respond to operational service wires, and manually associate sectional messages in accordance with message precedence processing requirements, including Flash (Z) within 10 minutes and Immediate (O) within 30 minutes in-station processing
  • Administer ECGS/Mailroom profile libraries and message center folders and perform manual failover between single-site ECGS application cluster nodes to the alternate site
  • Troubleshoot configured serial circuit communication ports, message routing database tables, Plain Language Address (PLA) database tables, and application-specific configuration tables, including use of protocol analyzers and oscilloscopes
  • Provision and test new point-to-point, NGC-P/NGC-R, and dial-in Secure Terminal Equipment (STE) connections; perform cryptographic Key Management Center updates to STE Crypto Ignition Keys
  • Provide system administration for MCS and CDC Linux operating system components, network connections, and serial-network communication appliances, and ensure directory synchronization to Oracle-based CDC servers
  • Provide on-site system administration for the classified ITS node in accordance with NSA Program Manager processes, escalating complex issues to NSA Tier III staff
  • Configure ITS to utilize EVCP, CMX, and other TCP protocols for DOI-103, DOI-103s, and ACP-128 formatted messages, and provide CAC and soft certificate authentication support including JAR signing and TLS 1.2 or higher message transport encryption
  • Provide operational and system administration support to the Syndeo Intelligent Gateway application and server suite, establishing profile routing and validating protocol conversions
  • Administer the Radiant Mercury Cross Domain Solution in accordance with DISA OMS PMO guidance, monitoring cross-domain message traffic and the SFTP interface with the ECGS
  • Monitor all service queues, manually process intercepted messages, and coordinate with connected sites
  • Provide monthly IPR reporting on message volume by port and total message counts by systemMinimum Qualifications
  • Systems administration experience with DoD organizational or record messaging platforms; direct experience with Telos AMHS and/or Northrop Grumman ECGS strongly preferred
  • Experience administering clustered, geographically dispersed application environments
  • Working knowledge of Windows Server administration and/or Red Hat Linux administration, aligned to the assigned system suite
  • Experience with Microsoft SQL and Microsoft Internet Information Services in a messaging application context
  • Familiarity with ACP-126 and ACP-128 message formats, Plain Language Addresses, Routing Indicators, and message precedence handling
  • Experience troubleshooting serial and network communications, including protocol analysis
  • Familiarity with Public Key Infrastructure, cryptographic key management, and cross domain solution concepts
  • Experience in a DoD or comparable large, complex enterprise IT environment preferredEducation Bachelor of Science degree in Computer Engineering, Computer Information Systems, Telecommunications, or Management Information Systems; or five (5) recent years of documented experience relevant to this position.
Certification Requirements DoD 8570.01-M / DoD 8140 IAT Level II certification required prior to start. Computing environment certification in Microsoft Server/compute-related or Red Hat Linux/compute-related technologies required. System-specific training (AMHS, ECGS, or CDS) required for the assigned system suite; SHR provides training support for candidates who do not yet hold it. Certifications must be uploaded to CMIS within five days of start date.
Security Clearance Active Secret clearance required at minimum; approximately half of the positions on this team require an active Top Secret clearance. U.S. citizenship required.
Work Environment On-site at the Pentagon Reservation and designated alternate sites within the National Capital Region. After-hours on-call support is required for Tier III positions; recalled personnel must be able to report to the requested work site within two (2) hours of notification unless the incident can be addressed remotely.

Location: Pentagon Reservation, Washington, DC, and designated alternate sites Schedule: Full-time. Tier III system administration is 12 hours x 5 days per week (Monday-Friday) with after-hours on-call support
