Technical Project Manager — Mainframe Transformation
Level: Project Manager 3
Location: Remote / Work from Home
Contract: October 26, 2026 – August 31, 2027
Estimated Hours: Up to 2,000 hours
Schedule: Monday–Friday, 8:00 AM–5:00 PM, excluding state holidays
Position Overview
seeks a technical project manager to lead complex application modernization, cloud delivery, and data migration projects within its mainframe transformation initiative.
The role focuses on migrating legacy systems to cloud and commercial off-the-shelf (COTS) technologies, loading and transforming data in Snowflake, validating business calculations, and integrating .NET applications with Snowflake through MuleSoft or Informatica APIs and integration services.
Technical Environment: Azure, .NET Core, C#, SQL Server, Oracle, Informatica, Snowflake, and Azure DevOps.
Key Responsibilities
  • Manage end-to-end project delivery, including scope, schedules, budgets, resources, vendors, risks, dependencies, and change control.
  • Coordinate data discovery, source-to-target mapping, ETL/ELT, Snowflake ingestion, reconciliation, failed-load recovery, and migration cutover.
  • Work with business and technical teams to define transformation logic, calculation rules, acceptance criteria, and expected results.
  • Manage UAT, data validation, defect resolution, reconciliation tolerances, and business-owner approval before release.
  • Oversee integrations between .NET applications and Snowflake using MuleSoft or Informatica, including specifications, mappings, error handling, and integration testing.
  • Use Azure DevOps to manage epics, features, user stories, backlogs, sprints, defects, and delivery dashboards.
  • Facilitate Scrum ceremonies and coordinate team capacity, priorities, technical debt, and dependencies.
  • Coordinate CI/CD pipelines, environment readiness, release approvals, rollback plans, and production-readiness reviews.
  • Manage post-deployment validation, support transition, runbooks, monitoring readiness, and post-launch support.
  • Coordinate teams using AI-assisted development tools such as Kiro or GitHub Copilot, ensuring generated code receives human review, testing, and validation.
  • Maintain project plans, executive status reports, dashboards, decision logs, change logs, and release documentation.
  • Communicate delivery progress and resolve issues across business, development, data, integration, QA, DevOps, and leadership teams.
Required Qualifications
  • Bachelor’s degree from an accredited four-year college or university in computer science or a related field.
  • 10+ years of technical project management experience with cloud-based enterprise initiatives; Azure preferred.
  • 6+ years managing migrations from mainframe or legacy systems to COTS or cloud technologies.
  • 6+ years managing SDLC projects using Agile/Scrum.
  • 6+ years working with Azure DevOps, CI/CD, and related tools and workflows.
  • 6+ years managing or coordinating projects involving .NET Core, C#, and SQL Server.
  • 6+ years leading cross-functional technical teams.
  • 6+ years in resource planning, project budgeting, and vendor coordination.
  • 6+ years creating project plans, dashboards, Gantt charts, and executive status reports.
  • 6+ years demonstrating strong communication, presentation, reporting, and stakeholder-management skills.
  • 6+ years managing multiple projects and deadlines while maintaining accuracy and high-quality delivery.
Technical Capabilities
  • Ability to interpret data-flow diagrams, source-to-target mappings, API specifications, and SQL-based validation results.
  • Ability to discuss technical estimates and dependencies with application, data, integration, testing, and deployment leads.
  • Ability to coordinate Snowflake migration, business calculation validation, data reconciliation, and .NET integration delivery.
Preferred Experience
  • Six or more years of mainframe modernization or transformation experience is listed as an additional advantage.
Additional Details
  • Occasional evening, weekend, or holiday work may be required.
  • Work exceeding 40 hours per week requires advance approval.
  • Any travel requires prior written authorization.
  • Contract extension or renewal is subject to funding availability and mutual written agreement.
