Position Overview
The client is seeking an experienced Project Manager 3 to lead and coordinate large-scale IT and business transformation initiatives. The selected candidate will be responsible for managing the full project lifecycle, ensuring projects are delivered on time, within budget, and in compliance with DPS governance, procurement, and contract requirements.
This role requires a highly organized project management professional with extensive experience managing complex enterprise projects, stakeholder engagement, risk management, and executive-level reporting.
Key Responsibilities
Develop and maintain comprehensive project management plans, including scope, schedule, budget, resource allocation, risk management, and communication strategies. Define project objectives, deliverables, milestones, timelines, and success criteria in collaboration with business and technical stakeholders. Lead cross-functional teams, vendors, contractors, and business units to ensure successful project execution. Monitor project performance and progress against established milestones and schedules.
Identify, track, and manage project risks, issues, dependencies, and mitigation strategies. Facilitate project meetings, stakeholder communications, status updates, and executive reporting. Manage project scope and change requests through established governance and change control processes. Oversee vendor performance and ensure contractual deliverables are completed according to project requirements. Ensure compliance with DPS policies, state procurement regulations, and FAST contract guidelines.
Maintain project documentation, reports, and administrative records throughout the project lifecycle. Coordinate project closure activities, including final reporting, stakeholder acceptance, lessons learned, and transition planning. Support organizational governance processes and ensure adherence to project management standards and best practice
Required Qualifications
Minimum 8 years of experience managing large-scale, complex IT or business transformation projects. Minimum 8 years of experience with project management methodologies, including PMI/PMBOK, Agile, Hybrid, or similar frameworks. Minimum 8 years of experience developing and managing project schedules, budgets, resource plans, and project deliverables. Minimum 8 years of experience managing multiple stakeholders across technical and business organizations. Minimum 8 years of experience in risk management, issue tracking, change management, and governance processes.
Minimum 8 years of experience creating executive-level reports, presentations, and communications. Minimum 8 years of experience utilizing project management tools such as Microsoft Project, Smartsheet, Jira, or similar platforms. Minimum 8 years of experience ensuring compliance with organizational governance, policies, and procurement requirements. Strong leadership, organizational, analytical, and problem-solving skills. Excellent written, verbal, presentation, and stakeholder management abilities
Preferred Qualifications
Experience working within public sector, state government, public safety, or law enforcement environments.
Experience managing projects under Texas state procurement frameworks, including FAST, DIR, or similar contracts.
Project Management Professional (PMP) certification or equivalent project management credential.
Experience leading enterprise application implementations, IT modernization initiatives, data management projects, or large-scale system deployments.
Familiarity with government project governance, procurement, and compliance requirements.
Education
Bachelor's degree in Business Administration, Information Technology, Computer Science, Project Management, or a related field.
Advanced degree preferred but not required.
