Job Description

Position: Technical Program Manager / Technical Delivery Manager

Experience: 18+ Years

Position Overview

We are looking for an experienced Technical Project Manager / Technical Delivery Manager who can operate across both project management and technical delivery functions. The ideal candidate will have strong experience managing end-to-end technology projects while also possessing enough technical depth to understand architecture, integrations, application development, cloud infrastructure, APIs, databases, and production environments.

The candidate will be responsible for planning, execution, technical coordination, delivery governance, stakeholder management, risk management, and successful production delivery.

Key Responsibilities

Project & Program Management

Own projects from initiation through production deployment and closure.
Define project scope, objectives, milestones, deliverables, timelines, and success criteria.
Develop and maintain detailed project plans, schedules, dependencies, and resource plans.
Track project progress, budgets, risks, issues, assumptions, and dependencies.
Manage multiple workstreams and coordinate cross-functional teams.
Conduct project status meetings and provide regular executive-level reporting.
Ensure projects are delivered on time, within scope, budget, and quality expectations.
Manage changes to scope and ensure proper impact assessment and approvals.

Technical Delivery Management

Work closely with Architects, Engineering Managers, Developers, QA, DevOps, Cloud, Security, and Infrastructure teams.
Understand technical architecture and translate business requirements into actionable technical deliverables.
Drive technical discussions around application architecture, APIs, integrations, databases, cloud platforms, microservices, and infrastructure.
Review technical dependencies and identify potential delivery risks early.
Coordinate development, testing, UAT, deployment, and production implementation activities.
Ensure technical deliverables meet architecture, security, performance, scalability, and quality standards.
Coordinate production releases and ensure proper release readiness.
Support troubleshooting and escalation of critical technical issues impacting delivery.
Drive root-cause analysis and corrective actions for major production incidents.

Stakeholder Management

Act as the primary point of contact between business stakeholders and technical teams.
Communicate complex technical topics clearly to both technical and non-technical audiences.
Work with product owners, business teams, engineering leadership, vendors, and client stakeholders.
Manage stakeholder expectations and proactively communicate project risks and delivery challenges.
Escalate critical issues with clear impact, options, and recommended solutions.

Agile / Delivery

Lead Agile ceremonies including Sprint Planning, Daily Stand-ups, Sprint Reviews, Retrospectives, and Backlog Refinement where applicable.
Work with Product Owners and Business Analysts to prioritize requirements.
Monitor sprint velocity, delivery commitments, blockers, and dependencies.
Establish and track KPIs, OKRs, delivery metrics, and project health indicators.
Drive continuous improvement across engineering and delivery processes.

Release & Production Management

Coordinate end-to-end release planning and deployment activities.
Ensure code, infrastructure, testing, security, documentation, and operational readiness are completed before release.
Manage go-live plans, cutover activities, rollback plans, and post-production validation.
Coordinate production support during critical releases.
Track post-production issues and ensure timely resolution.

Technical Skills

The candidate should have strong working knowledge of several of the following:

Cloud: AWS, Azure, or Google Cloud Platform
Application Development: Java, .NET, Python, Node.js or similar
Architecture: Microservices, REST APIs, Event-driven architecture
Integration: API, Kafka, messaging, ESB/integration platforms
Databases: SQL / NoSQL databases
DevOps: CI/CD, Jenkins, GitHub/GitLab, Azure DevOps
Containers: Docker, Kubernetes / OpenShift
Infrastructure: Cloud infrastructure, networking, security, IAM
Monitoring: CloudWatch, Azure Monitor, Splunk, Datadog, Grafana or similar
Source Control: Git
Project Tools: Jira, Confluence, Azure DevOps, MS Project
Methodologies: Agile, Scrum, Kanban, Waterfall

Required Qualifications

Bachelor's degree in Computer Science, Information Technology, Engineering, or related field.

15+ years of experience in technology/project delivery.

Proven experience as a Technical Project Manager, Technical Program Manager, Technical Delivery Manager, Engineering Project Manager, or similar role.
Strong understanding of software development lifecycle and modern technology architectures.
Experience managing end-to-end technology projects involving multiple engineering teams.
Strong understanding of Agile/Scrum delivery methodologies.
Experience managing technical dependencies, risks, issues, and production releases.
Strong stakeholder and vendor management skills.
Excellent communication, presentation, leadership, and problem-solving skills.

Preferred Qualifications

PMP, PMI-ACP, CSM, SAFe, or similar certification.
Cloud certification such as AWS/Azure/Google Cloud Platform.
Experience working in enterprise-scale environments.
Experience managing distributed/onshore-offshore teams.
Experience with large-scale application modernization, cloud migration, API integration, or digital transformation projects.
Experience managing budgets, contracts, SOWs, and vendor relationships.

Ideal Candidate Profile

The ideal candidate should be more technical than a traditional Project Manager and stronger in project governance than a traditional Delivery Manager/Engineering Manager.
