Job Description:

We are seeking a Senior Project Manager (PM3) to support a high-priority government project management office. This role will work closely with technical teams, agency executives, and business stakeholders to successfully deliver various IT and organizational initiatives.

The Project Manager will lead a variety of initiatives, including technology implementations, organizational initiatives, procurement efforts, and RFP-driven projects within both Agile and traditional project delivery environments.

The ideal candidate will have a strong project management background, with demonstrated success leading large-scale, complex projects within government or other public sector organizations.

The candidate must be comfortable working in a fast-paced, multi-vendor environment supporting a hybrid workforce (combination of onsite and remote work) at all levels of the organization. Excellent communication, follow-up, and formal IT project management experience are essential.

Basic Duties:

• Utilize project portfolio management tools (Clarity) to prepare project schedules, assign resources, and manage budgets.
• Prepare presentations for various audiences, including executives, managers, and project team members.
• Monitor, control, and communicate project progress by actively managing cost, schedule, scope, resources, quality, and risks.
• Ensure clear, timely, and accurate communication with stakeholders, project sponsors, team members, program managers, and management.
• Provide leadership and foster collaboration between technical and business teams by obtaining consensus and gaining commitment.
• Manage and communicate project interfaces involving multiple departments and agencies.
• Ensure projects adhere to established project management methodologies and lifecycle processes.
• Facilitate and enforce the Change Management process, ensuring appropriate approvals for changes to scope, schedule, and budget.
• Understand project benefits and evaluate the impact of change requests on business cases.
• Ensure all project documentation and artifacts are updated accordingly.
• Review and understand vendor contracts while actively managing vendor deliverables and approval procedures.
• Facilitate stakeholder interactions by clarifying expectations and ensuring deliverables are assigned, reviewed, and completed.

QUALIFICATIONS

Required:

• 8+ years of experience as a Project Manager.
• 8+ years of experience managing projects with budgets greater than $20 million.
• 8+ years of experience managing IT projects within large, complex enterprise environments.
• 8+ years of experience managing vendors and/or third-party solution providers.
• Demonstrated leadership, communication, stakeholder management, and organizational skills.
• Experience leading multiple concurrent projects and driving successful completion with minimal supervision.
• Experience managing diverse stakeholders, system owners, and business owners across departments.
• Experience managing multi-vendor environments within government organizations.
• Experience providing project management services for IT projects involving Commercial Off-the-Shelf (COTS) technologies.
• Experience overseeing technical teams responsible for system architecture and integration across SaaS solutions.

Preferred:

• PMP (Project Management Professional) or other relevant project management certification.
• Experience using project portfolio management systems and tools (e.g., Clarity).
• Previous experience working within state government or other public sector agencies, including corrections departments.
