Job Title: Senior Business Analyst
Location: Harrisburg, PA 17120
Duration: 8+ Months
Work Arrangement: Hybrid – 2 days onsite per week, including Wednesday, and 3 days remote. Onsite work can be performed at available offices within Pennsylvania.
Job Description
We are seeking an experienced Senior Business Analyst to support a large-scale application modernization initiative. The role will focus on requirements gathering, business process analysis, solution design, and testing to ensure existing business functionality is preserved while transitioning to a modernized application. The ideal candidate will have experience analyzing legacy systems, identifying process improvements, translating business requirements into user stories, and leading User Acceptance Testing (UAT). This position requires close collaboration with business stakeholders, product managers, product owners, data modelers, and development teams to deliver effective, secure, and user-focused solutions.
Responsibilities

Analyze and document existing application requirements to ensure all critical functionality is retained during modernization.
Gather, validate, and prioritize business requirements, aligning them with applicable policies, legislation, and business objectives.
Collaborate with business stakeholders to identify process gaps, recommend improvements, and propose value-added features.
Translate business requirements into clear user stories and define acceptance criteria in collaboration with product management.
Work with technical teams to ensure business requirements are clearly understood and implemented accurately.
Support the evaluation of technical approaches, including platform modernization, application architecture, and integrations.
Develop and execute test scenarios, validate application functionality, document defects, and verify system changes.
Lead and coordinate UAT activities to ensure the solution meets business requirements.
Support change management, user adoption, and training activities.
Ensure compliance with applicable security, accessibility, data privacy, and regulatory standards.
Identify project risks, dependencies, and impediments and provide status updates and recommendations to leadership and stakeholders.

Required Qualifications

Minimum 7 years of Business Analyst experience, including at least 3 years in a Senior Business Analyst role.
Experience analyzing legacy applications or gathering requirements for digital transformation initiatives.
Strong requirements-gathering skills and experience translating business needs into user stories and acceptance criteria.
Working knowledge of Agile/Scrum methodologies and tools such as Azure DevOps, Jira, or similar platforms.
Experience testing large-scale projects and validating application functionality.
Experience leading and coordinating User Acceptance Testing (UAT).
Excellent written and verbal communication skills, with the ability to communicate effectively with technical and non-technical stakeholders.
Strong analytical, organizational, prioritization, and stakeholder management skills.

Preferred Qualifications

Experience with enterprise application modernization, legacy system migration, or transition to modern architectures.
Experience in business process improvement, business process reengineering, and workflow optimization.
Knowledge of WCAG 2.1 accessibility standards and public-sector compliance requirements.
Experience working with Pennsylvania state agencies or similar public-sector organizations.
