Job Summary

We are seeking an experienced Business Analyst with strong expertise in Municipal Bonds and Primary Markets to support business and technology initiatives at Bank of America. The ideal candidate will have a solid understanding of municipal bond issuance, underwriting, pricing, order management, and allocation workflows within the capital markets environment.

Key Responsibilities

• Gather, analyze, and document business requirements for municipal bond and primary market systems.

• Collaborate with business stakeholders, investment banking teams, syndicate desks, operations, and technology teams.

• Analyze municipal bond issuance workflows, including deal structuring, pricing, order book management, allocations, and settlement.

• Prepare business requirement documents, functional specifications, user stories, and process flows.

• Perform gap analysis, impact assessments, and business process improvement analysis.

• Support UAT planning, test case preparation, defect tracking, and resolution.

• Coordinate with technology teams to translate business requirements into functional solutions.

• Track project deliverables, manage requirement changes, and communicate progress to stakeholders.

• Ensure solutions align with relevant business controls, regulatory requirements, and internal policies.

Required Qualifications

• 7–10 years of overall experience in Business Analysis, preferably within investment banking or capital markets.

• At least 4–5 years of hands-on experience with Municipal Bonds and Primary Markets.

• Strong understanding of municipal bond issuance, underwriting, pricing, order books, allocations, and settlement.

• Experience supporting primary market or new-issue workflows.

• Proficiency in requirements gathering, BRDs, functional specifications, process mapping, and stakeholder management.

• Experience with UAT, functional testing, and defect management.

• Excellent communication, analytical, and problem-solving skills.

Preferred Qualifications

• Experience supporting municipal securities underwriting, syndicate, or new-issue platforms.

• Familiarity with issuer, underwriter, and syndicate desk workflows.

• Experience with Agile/Scrum, Jira, and Confluence.

• Knowledge of applicable municipal securities regulations and market practices.

Ideal Candidate Profile

Candidates with direct Municipal Bonds Primary Markets experience in an investment bank, broker-dealer, or capital markets organization are strongly preferred. General banking Business Analysts without municipal bond domain knowledge may not be a good fit.
