Program or Project Manager

What this person does

Runs delivery against a firm fixed price, deliverable-based state contract with 15 percent retention held until final acceptance. Manages deliverable acceptance, schedule, risk, change control and agency governance toward a May 15, 2027 production go-live inside a narrow cutover window.

Must have

•      Three or more years managing software implementations for public sector clients, state or local government preferred

•      Firm fixed price, deliverable-based contracts: writing deliverable acceptance criteria and driving formal sign-off

•      Managed a Dynamics 365, CRM or ERP implementation end to end through go-live

•      Change control on a government contract: change requests, scope baselining and impact assessment

•      Risk and issue management with a client steering committee

•      Coordinating client user acceptance testing, training and cutover

•      Comfortable running a distributed remote team across US time zones

Nice to have

•      Licensing, permitting or regulatory agency projects

•      Experience with retention-based payment structures and what it takes to release retention

•      Oregon state agency experience

•      Deliverable-based progress and earned value reporting

Certifications to look for

•      PMP, preferred

•      PMI-ACP, CSM or SAFe

•      PL-200 or PL-600 is a plus for credibility with the technical team

•      ITIL is not relevant for this role
