Quick overview
Job description
The IT Project Manager leads highly complex, enterprise-level information technology projects. This position completes all required SPP-34 training and fulfills applicable SOX control responsibilities. Serving as the primary point of contact and accountable delivery leader, the IT Project Manager directs initiatives involving business applications, infrastructure, cloud services, data and analytics, cybersecurity, telecommunications, systems integration, and technology modernization. The role is responsible for end-to-end planning, governance, coordination, execution, monitoring, control, implementation, transition to operations, and closure while meeting scope, schedule, budget, quality, security, architecture, regulatory, and business-value objectives. Success requires collaboration, negotiation, and influence across business owners, IT product and service teams, enterprise architecture, cybersecurity, data governance, Supply Chain, vendors, and other stakeholders over whom the position may have no formal authority.
Principal Accountabilities
1. Lead complex IT projects from business case and initiation through planning, solution delivery, production deployment, operational transition, benefits validation, and closure.
2. Partner with business sponsors, product owners, architects, engineers, cybersecurity specialists, data owners, operations teams, and vendors to define measurable outcomes, scope, requirements, acceptance criteria, and delivery strategy.
4. Develop and maintain integrated project management plans covering scope, schedule, cost, resources, procurement, quality, communications, change, risk, dependencies, security, testing, deployment, and operational readiness.
5. Select and apply appropriate delivery methods, including predictive, Agile, hybrid, iterative, and vendor-led approaches, consistent with project risk, complexity, and governance requirements.
6. Establish project governance, decision rights, escalation paths, status reporting, performance measures, and stage-gate or release-readiness criteria.
7. Build and manage integrated schedules that align application development, infrastructure, architecture, cybersecurity, data, testing, training, vendor, change-management, and deployment activities.
8. Prepare cost estimates, forecasts, funding requests, and budget proposals; monitor actuals, commitments, accruals, variances, and estimates at completion.
9. Identify, assess, document, and manage technical, cybersecurity, privacy, operational, vendor, schedule, financial, and organizational-change risks; develop and track mitigation and contingency plans.
10. Manage project scope and requirements using disciplined intake, traceability, prioritization, impact analysis, and change-control processes.
11. Coordinate solution architecture and technical design reviews to ensure alignment with enterprise standards, interoperability requirements, support models, and technology roadmaps.
12. Integrate security and privacy requirements throughout the delivery lifecycle, including access controls, data protection, vulnerability remediation, third-party risk, and required approvals before production release.
13. Plan and oversee testing, including functional, integration, performance, security, regression, disaster-recovery, user-acceptance, and production-readiness testing, as applicable.
14. Direct release, cutover, migration, rollback, stabilization, and transition-to-operations activities while minimizing disruption to business services.
15. Ensure operational readiness through completed support procedures, monitoring, service-level expectations, knowledge transfer, training, configuration data, asset records, licenses, and support ownership.
16. Lead multidisciplinary teams of internal employees, staff augmentation resources, managed-service providers, consultants, suppliers, and implementation partners.
17. Secure qualified resources, clarify roles and responsibilities, set priorities, remove impediments, and provide direction and support to project team members.
18. Coordinate with Supply Chain and Legal, as appropriate, to develop statements of work, evaluate technical proposals, support contract negotiations, administer technical performance, validate deliverables, and complete contract closeout.
19. Monitor vendor performance against contractual milestones, service levels, quality standards, security requirements, financial commitments, and acceptance criteria.
20. Use required portfolio, project, financial, Agile, requirements, testing, service-management, and collaboration tools to maintain accurate and timely project information.
21. Track and report progress, milestones, dependencies, deliverables, decisions, risks, issues, financial performance, resource capacity, and benefits realization.
22. Provide concise, transparent status updates and decision materials to sponsors, steering committees, PABs, IT leadership, business owners, and other stakeholders.
23. Facilitate resolution of complex technical and nontechnical issues, escalating decisions promptly when scope, cost, schedule, security, quality, or operational objectives are at risk.
24. Proactively manage changes to project scope, architecture, requirements, schedule, funding, resources, or deployment plans and obtain required approvals.
25. Recommend corrective action, contingency activation, budget adjustments, release deferral, or stop-work action when material risk or control concerns are identified.
26. Lead organizational change activities with business partners, including stakeholder analysis, communications, training, adoption planning, readiness assessment, and reinforcement.
27. Ensure project documents, approvals, decisions, requirements, designs, test evidence, security artifacts, acceptance records, financial records, and closure materials are complete, current, stored, and archived appropriately.
28. Conduct lessons learned and post-implementation reviews; confirm outstanding actions, support ownership, benefits measures, and continuous-improvement opportunities.
29. Mentor less-experienced project managers and contribute to improvements in IT project delivery standards, templates, governance, metrics, and practices.
30. Perform other duties as assigned.
