Job Description

Job Summary

The Director of Human Resources is HEF's lead HR professional, responsible for keeping a large, largely part-time workforce staffed, paid, supported, and compliant. The role serves approximately 20 full-time and 100 part-time employees across 15 afterschool (OST) program sites.

The position combines two areas. It serves as the organization's primary resource for payroll, benefits, retirement plan administration, and employment law compliance.

It also manages daily staffing in a fast-paced environment where schedules shift often, and gaps must be solved in real time, while maintaining staff-to-student ratios and childcare licensing requirements. This role calls for a hands-on professional with strong interpersonal skills, deep knowledge of HR law and best practices, and high accuracy on recurring deadlines. While not directly responsible for programming or supervising site-based staff, the Director is a critical partner to program leaders, ensuring they have the staffing and guidance needed to operate each day successfully.

Essential Functions

HR Compliance and Records

  • Ensure compliance with federal, Virginia, and local employment laws, payroll regulations, reporting requirements, and company policies.
  • Monitor compliance with wage-and-hour laws, employee classifications, and leave requirements.
  • Maintain childcare licensing compliance for personnel, including background checks, credentials, and required training records.
  • Manage employee data and records in ADP Workforce Now, including payroll, benefits, and compliance files.
  • Support audits and compliance reviews related to payroll, benefits, and licensing.

Recruitment, Onboarding, and Employee Relations

  • Manage the talent acquisition process, including posting positions, reviewing resumes, and conducting initial interviews.
  • Manage all pre-hire and post-hire onboarding, including payroll, benefits, and new-hire paperwork, and conduct orientation for all full-time and part-time employees.
  • Manage the offboarding process, including final pay, benefits termination, and COBRA notices.
  • Support performance management by guiding supervisors on goal setting, coaching, performance improvement plans, and corrective actions.
  • Support part-time staff and program leaders by answering HR questions, resolving concerns, maintaining thorough documentation, and providing clear, neutral, and consistent policy guidance.
  • Implement HR policies and procedures that maintain a positive work environment.
  • Collaborate with leadership on employee engagement and retention initiatives, including team-building activities and events.

Payroll and Benefits Administration

  • Process payroll accurately and on time for all employees using ADP Workforce Now.
  • Manage payroll deductions, tax withholdings, garnishments, and other payroll adjustments.
  • Administer employee benefits programs, including enrollments, qualifying life events, and annual open enrollment.
  • Coordinate with benefit providers and reconcile monthly benefit invoices.
  • Administer the organization's 403(b) retirement plan, including contributions, employer match processing, and vendor coordination.
  • Serve as the primary point of contact for employee questions about payroll, benefits, and retirement plans.
  • Prepare payroll, benefits, and staffing reports as requested by leadership.

Daily Staffing Operations

  • Coordinate and adjust daily staffing assignments across 15 afterschool sites to ensure adequate coverage and compliance with safety and licensing requirements.
  • Respond in real time to staffing shortages, call-outs, and changing site needs by identifying and deploying available staff.
  • Creatively problem-solve staffing challenges while maintaining required staff-to-student ratios and credentialing standards.
  • Serve as the primary point of contact for Program Directors on staffing needs and coverage solutions.
  • Review timekeeping records to verify staff schedules and work locations, ensuring accurate time data flows into payroll.
  • Support the organization's CPR and First Aid training by becoming a certified instructor.

Education and Experience

  • Bachelor's degree in Human Resources, Business Administration, or a related field, or equivalent experience in lieu of a degree.
  • 5+ years of progressive HR experience, including at least 2 years in a senior or generalist role; recruiting experience required.
  • Minimum 3 years of payroll administration experience; ADP experience preferred.
  • Experience managing employee benefits programs, including enrollment cycles, vendor invoice reconciliation, and COBRA compliance.
  • Experience with 403(b) or similar retirement plans, including contribution limits, employer match mechanics, and ERISA compliance basics.
  • Preferred experience with childcare licensing requirements.
  • SHRM-CP, PHR, or CPP certification a plus.

Knowledge, Skills and Abilities

  • Strong knowledge of federal and Virginia employment law and HR best practices, including FLSA classifications, wage-and-hour rules, and leave requirements.
  • Firm understanding of federal and Virginia payroll tax law and filing requirements, including withholding, unemployment insurance, and garnishments.
  • High accuracy and attention to detail under recurring deadlines, with strong reconciliation and error-tracing skills.
  • Ability to stay calm, focused, and solution-oriented in a fast-paced, high-pressure environment, and to make sound decisions quickly.
  • Excellent written and verbal communication, problem-solving, and interpersonal skills.
  • Strong organizational and time-management skills, with the ability to balance urgent staffing needs against fixed payroll deadlines.
  • Ability to handle sensitive and confidential information with discretion.
  • Proficiency in HRIS systems (ADP Workforce Now) and Microsoft Office Suite.
