Title: Java/JEE Full Stack Developer (Spring Boot/Oracle) - Contract - Glen Allen/Richmond, VA

Location: Glen Allen, VA (Richmond area); local candidates, at least 2 days per week onsite.

Type: Contract, 11/02/2026 - 06/30/2027, full time

Rate: $109.24/hr C2C or $101.50/hr W-2

Govan Systems is seeking a Java/JEE Full Stack Developer for a Commonwealth of Virginia agency client.

Responsibilities:

  • Design, develop and implement complex full-stack application systems across the software development lifecycle
  • - Develop and maintain end-to-end web applications in Java, JEE and JSF
  • - Build scalable microservices using Spring Boot and event-driven patterns, aligned with cloud-native principles
  • - Develop RESTful APIs and service-oriented integrations with OAuth2, JWT and encryption standards
  • - Work with DevOps teams to establish CI/CD pipelines using GitHub and automation tooling
  • - Develop Oracle SQL scripts; use persistence frameworks
  • - Maintain and upgrade software after deployment; manage end-to-end application life cycle
  • Required:
  • - Java 10 yrs; J2EE (EJB, JSF) 10 yrs; Spring and Spring Boot 10 yrs
  • - Oracle SQL 10 yrs; Python 5 yrs
  • - GitHub and CI/CD 8 yrs
  • - WebSphere Application Server or equivalent 10 yrs
  • - Must reside in the US for the assignment; local to Richmond, VA
