IT Program Manager

Position Overview

We are seeking an experienced IT Program Manager to lead complex, enterprise technology initiatives from initial planning through implementation and operational adoption. This position will oversee programs involving critical technology platforms, infrastructure, applications, and integrations while ensuring solutions effectively support business objectives and end-user needs.

The successful candidate will bring strong program leadership, organization, and communication skills and will be comfortable coordinating across technical and business teams in a rapidly evolving environment. This individual will translate business processes and requirements into actionable technology plans while maintaining accountability for scope, schedule, budget, risks, dependencies, and successful adoption.

Key Responsibilities

• Provide end-to-end program leadership for large-scale technology initiatives, including customer-facing platforms, CRM, order management, self-service capabilities, contact center solutions, OSS/BSS, network monitoring, service automation, integrations, and related enterprise systems.
• Establish program objectives, delivery strategies, milestones, governance structures, and success measures that align technology initiatives with broader business priorities.
• Drive execution across IT and business functions to deliver initiatives within established scope, schedule, budget, and quality parameters.
• Coordinate multiple concurrent workstreams and continuously prioritize activities based on business impact, dependencies, risks, and critical delivery dates.
• Establish clear accountability across project teams and use strong stakeholder relationships to remove obstacles and maintain momentum.
• Control program scope by evaluating proposed changes, determining impacts, securing appropriate approvals, and maintaining alignment with the intended business outcomes.
• Develop and maintain structured change-management processes to ensure modifications to requirements, timelines, resources, and deliverables are appropriately evaluated and communicated.
• Partner with business stakeholders and functional leaders to understand operational needs, document requirements, map processes, and incorporate feedback into program plans.
• Facilitate resolution of cross-functional issues, resource conflicts, and competing priorities while keeping critical milestones on track.
• Work with department leaders to identify resource requirements and coordinate the allocation of personnel and other resources across program workstreams.
• Build and manage detailed integrated project plans covering milestones, deliverables, dependencies, resources, and target dates.
• Develop realistic schedules that incorporate resource availability, implementation risks, technical dependencies, and contingency strategies.
• Utilize appropriate program and project management platforms to monitor progress, maintain schedules, manage action items, and provide transparent reporting.
• Partner with business and technology teams to translate documented requirements and processes into comprehensive testing strategies.
• Develop and coordinate test scenarios covering functional requirements, integrations, system workflows, and user acceptance testing (UAT).
• Maintain a centralized library of test cases and ensure testing documentation remains current as requirements, functionality, and project scope evolve.
• Support successful transition to the business by ensuring requirements, processes, testing outcomes, and implementation activities are appropriately documented and adopted.

Required Qualifications

• Bachelor’s degree in Information Technology, Computer Science, Business, or a related discipline.
• 8–10 years of experience managing IT programs or complex technology projects, preferably involving enterprise infrastructure and mission-critical systems.
• Strong understanding of technology environments and platforms supporting Internet Service Provider (ISP) operations.
• Demonstrated ability to create, manage, and report against detailed program schedules using modern project management tools.
• Working knowledge of APIs, application integration concepts, and common methods for exchanging data between systems.
• Familiarity with fiber-optic network infrastructure and telecommunications service offerings is a plus.
• Proven ability to lead complex initiatives involving multiple teams, vendors, business units, and technology stakeholders.
• Demonstrated success managing programs through implementation while balancing scope, timeline, budget, quality, and business requirements.
• Strong problem-solving and decision-making skills with the ability to identify roadblocks and drive timely resolution.
• Experience managing scope, change requests, risks, dependencies, and competing priorities across multiple workstreams.
• Excellent written and verbal communication skills, with the ability to effectively engage technical teams, business leaders, executives, vendors, and other stakeholders.
• Highly organized and comfortable operating independently in a fast-paced, high-growth environment.
