UNIVERSAL Technologies, LLC is seeking two (2) experienced Financial/Budget Procurement Analysts with experience in government Capital Projects for an onsite role in Brooklyn, NY (35 hours/week) to support the planning, coordination, and execution of capital-funded projects within a large public-sector environment. Active LinkedIn preferred. This role is responsible for managing procurement documentation, monitoring project budgets and expenditures, ensuring the accuracy and integrity of project data, and supporting the successful deployment of authorized capital projects. The ideal candidate possess experience in government Procurement/Capital Projects, financial analysis, project coordination, and budget management experience, with the ability to manage multiple priorities in a fast-paced, deadline-driven environment.

***Project is approximately 24 months.

MANDATORY SKILLS / EXPERIENCE
Note: Candidates who do not possess the mandatory qualifications below will not be considered.
- Bachelor's degree from an accredited college or university.
- Minimum of five (5) years of full-time professional experience in management reporting, financial analysis, management analysis, or a related field.
- Master's degree in Economics, Finance, Accounting, Business Administration, Public Administration, or a related discipline is highly desirable.
- Minimum of four (4) years of experience managing large-scale project budgets.
- Experience supporting procurement and purchasing activities for government Projects - capital, construction, facilities, or infrastructure-related projects.
- Foundational understanding of public finance, procurement practices, purchasing processes, and contract administration.
- Experience reviewing, validating, and maintaining procurement, financial, contract, and vendor documentation.
- Strong financial analysis, budget administration, project cost tracking, and expenditure monitoring experience.
- Excellent analytical and critical thinking skills with the ability to identify trends, inconsistencies, and data quality issues.
- General understanding of project management principles and project lifecycle processes.
- Excellent verbal and written communication skills with the ability to collaborate effectively across multiple business units and stakeholders.
- Demonstrated ability to manage multiple projects simultaneously while meeting changing priorities and deadlines.
- Ability to work independently with minimal supervision while exercising sound judgment and initiative.
- Advanced proficiency with Microsoft Excel, Microsoft Word, and other Microsoft Office applications.
- Experience working with relational database management systems such as MySQL, PostgreSQL, or Microsoft SQL Server.
SCOPE OF SERVICES
- Coordinate the end-to-end procurement process for capital-funded purchases of equipment, professional services, materials, and other project-related resources.
- Support the deployment and execution of authorized capital projects by preparing, reviewing, and processing procurement and financial documentation.
- Assist in the creation, verification, routing, and approval of procurement transactions associated with capital project implementation.
- Review procurement packages, contracts, vendor information, and supporting documentation to ensure completeness, accuracy, and compliance prior to executive approval.
- Perform daily oversight and quality control of project information submitted by multiple program offices to ensure data integrity and consistency.
- Monitor the accuracy of capital project records and verify documentation before submission for executive review and approval.
- Coordinate with internal stakeholders to ensure procurement documentation is processed efficiently and in accordance with established procedures.
- Maintain and monitor capital project budgets, expenditures, commitments, and financial activity throughout the project lifecycle.
- Track project costs and budget execution while identifying discrepancies, variances, and potential financial risks.
- Prepare financial, operational, and management reports supporting project oversight and executive decision-making.
- Perform complex financial, procurement, and management analyses to support capital program operations.
- Validate vendor, contract, and project information while maintaining accurate project records and documentation.
- Assist with project planning, implementation, and operational support activities related to capital initiatives.
- Collaborate with project managers, procurement staff, finance teams, vendors, and executive leadership to support successful project execution.
- Analyze project data to identify trends, improve reporting accuracy, and support continuous process improvements.
- Support special projects and strategic initiatives assigned by executive leadership.
- Perform additional procurement, financial, project coordination, and administrative responsibilities as required to support the Capital Unit.
