Systems Analyst / QA Manager – Medicaid

Location: Richmond, VA – Hybrid
Onsite: 3 Days/Week

Job Description

We are seeking a Systems Analyst / QA Manager to lead Quality Assurance activities for a large-scale Medicaid Enterprise Systems (MES/MMIS) implementation. The ideal candidate will have strong experience managing SIT, UAT, and End-to-End (E2E) testing, along with hands-on experience in Mainframe environments.

Responsibilities

• Lead the overall QA strategy, test planning, execution, reporting, and test readiness activities.
• Manage SIT, UAT, and E2E testing across MMIS, MES modules, COTS applications, and integrated systems.
• Develop and review test cases, test scenarios, test data, and traceability documentation.
• Coordinate UAT activities with business teams, state agencies, vendors, and project stakeholders.
• Lead defect triage meetings and track defects through resolution and closure.
• Validate data integrity, system integrations, and data conversion activities.
• Analyze requirements and system designs to ensure adequate test coverage.
• Serve as a liaison between business users, developers, QA teams, and external vendors.
• Prepare and communicate UAT progress, execution metrics, test summaries, risks, and issues to stakeholders.
• Maintain historical UAT and QA testing documentation.
• Identify testing risks and escalate issues appropriately.
• Support post-test assessments and validate defect resolutions.
• Ensure QA processes, standards, and documentation are consistently followed.

Required Skills

• Strong experience as a Systems Analyst, QA Manager, Test Manager, or QA Lead.
• Significant experience with Medicaid, MMIS, or Medicaid Enterprise Systems (MES).
• Strong experience managing SIT, UAT, and E2E testing.
• Experience with Mainframe environments is required.
• Experience managing defect lifecycle and conducting multi-vendor defect triage.
• Strong test case, test data, and test planning experience.
• Experience with data conversion and system integration testing.
• Strong stakeholder and vendor coordination skills.
• Excellent analytical, problem-solving, communication, and reporting skills.
