The ideal candidate will have strong project governance, stakeholder management, vendor coordination, risk management, and integrated project planning experience.

The role will work closely with leadership, internal teams, vendors, and cross-functional stakeholders to ensure successful delivery of technology and data initiatives while maintaining regulatory, security, privacy, and operational requirements.

Responsibilities:

Manage the complete project and product delivery lifecycle, from initiation and planning through implementation, operational transition, and closure.

Lead large-scale software implementation, rollout, deployment readiness, testing, and transition-to-operations activities.

Establish project governance, delivery controls, escalation processes, decision-making frameworks, and performance measures.

Develop and maintain integrated project plans, schedules, budgets, resource estimates, milestones, and deliverables.

Monitor project risks, issues, dependencies, quality, scope, and outcomes; develop mitigation strategies and escalate concerns as needed.

Prepare and present project status reports, executive communications, implementation plans, recommendations, and decision documents.

Coordinate internal teams, vendors, contractors, consultants, and external partners to ensure accountability and alignment.

Lead project workgroups, discovery sessions, stakeholder meetings, and cross-functional planning activities.

Develop project charters, define scope, document decisions, track action items, and communicate project progress.

Support process improvement, data management, reporting capabilities, and public health service delivery initiatives.

Monitor project action plans, financial performance, milestones, and delivery outcomes.

Ensure projects meet applicable public health, privacy, confidentiality, security, accessibility, regulatory, and operational requirements.

Coordinate with privacy, security, legal, procurement, compliance, and data governance teams.

Manage vendor performance against contracts, statements of work, schedules, service levels, deliverables, and acceptance criteria.

Support change management, stakeholder communications, training coordination, and organizational adoption.

Provide leadership, coaching, and guidance to strengthen project management and delivery practices.

Maintain effective working relationships with public health, healthcare, government, and other regulated-program stakeholders.

Qualifications:

10+ years of experience in software implementation and rollout management, including deployment planning, readiness, testing, and transition to operations.

10+ years of experience with project controls, integrated planning, dependency management, risk and issue resolution, and status reporting.

10+ years of experience in stakeholder communication and coordination, including executive-level reporting and communicating project impacts.

10+ years of experience leading cross-functional teams, coordinating vendors and subject matter experts, and driving decisions.

Demonstrated experience leading complex software implementations or technology rollouts through execution and deployment.

Strong knowledge of project governance, project planning, scheduling, budgeting, risk management, and delivery controls.

Ability to manage competing priorities, work independently, exercise sound judgment, and meet deadlines in a dynamic environment.

Excellent written and verbal communication, facilitation, leadership, and problem-solving skills.

Understanding of data privacy, confidentiality, security, compliance, and regulatory requirements in public-sector or other regulated environments.

Preferred Qualifications:

Experience with organizational change management, communications planning, training coordination, and adoption readiness.

Experience managing vendor-delivered software implementations or large public-sector technology projects.

PMP certification or equivalent project management training.

Bachelor’s degree in Project Management, Business, Information Technology, Public Administration, or a related field.

Equivalent education and substantial experience leading complex software implementations will also be considered.
