Job Summary

We are seeking an experienced Deputy Chief Networking Officer to provide strategic leadership and oversee enterprise networking infrastructure, network operations, and data center environments.

The ideal candidate will have extensive experience in enterprise network architecture, infrastructure modernization, data center management, network security, and technical leadership. This role involves developing infrastructure strategies, managing large technical teams, overseeing vendors and budgets, and ensuring reliable, secure, and scalable network operations.

Key Responsibilities

Network Strategy & Infrastructure

• Develop and implement enterprise networking strategies and technology roadmaps.

• Lead network architecture, implementation, maintenance, and modernization initiatives.

• Oversee LAN, WAN, VPN, and cloud networking environments.

• Ensure network infrastructure meets performance, scalability, security, and business continuity requirements.

Network Operations & Security

• Oversee daily network operations, monitoring, maintenance, and troubleshooting.

• Improve network performance, availability, capacity, and reliability.

• Lead resolution of complex infrastructure issues.

• Implement network security controls, including firewalls, encryption, intrusion detection, and access management.

• Coordinate with cybersecurity teams to manage infrastructure risks and compliance.

Data Center & Infrastructure Management

• Lead large-scale data center planning, development, implementation, and operations.

• Manage infrastructure availability, capacity planning, and operational efficiency.

• Oversee disaster recovery, redundancy, high availability, and business continuity initiatives.

• Drive infrastructure modernization and cloud integration.

Team & Stakeholder Leadership

• Lead and develop large, cross-functional networking and infrastructure teams.

• Manage complex infrastructure projects and organizational initiatives.

• Collaborate with senior executives, IT leadership, and business stakeholders.

• Present technical strategies, operational performance, risks, and project updates to senior management.

Vendor & Budget Management

• Manage vendor relationships, contract negotiations, and service-level agreements.

• Evaluate networking technologies, products, and service providers.

• Support infrastructure budgeting, financial forecasting, and resource allocation.

• Monitor vendor performance, expenditures, and return on technology investments.

Continuous Improvement

• Identify emerging networking technologies and infrastructure modernization opportunities.

• Establish operational standards, performance metrics, and reporting processes.

• Improve service delivery, infrastructure efficiency, and operational processes.

Required Qualifications

• Bachelor's degree in Public Administration, Communications, Information Technology, or a related field.

• 10-15 years of experience in infrastructure and data center environments.

• Minimum 3 years of leadership experience managing large, cross-functional teams or projects.

• Minimum 5 years of managerial or supervisory experience in planning, developing, managing, and implementing large-scale data center environments, or equivalent qualifying experience.

• JNCIP networking certification OR at least 5 years of measurable networking work experience, as specified in the requirement.

• Extensive experience in enterprise networking, network architecture, and infrastructure operations.

• Experience managing technical teams, infrastructure projects, vendors, and budgets.

• Strong strategic planning, communication, stakeholder management, and problem-solving skills.

Preferred Technical Expertise

• Enterprise LAN/WAN architecture and networking.

• VPN and cloud networking.

• Network monitoring, troubleshooting, and performance optimization.

• Network security, firewalls, and access controls.

• Data center operations and infrastructure management.

• High availability, redundancy, disaster recovery, and business continuity.

• Vendor management and service-level agreements.

• Infrastructure capacity planning and budget management.

• Large-scale technology program and project leadership.

Additional Requirements

• Position requires onsite work in Philadelphia, PA.

• Remote work is not available.

• Selected candidate must be willing to establish residency within the City of Philadelphia within six months of hire.
