Manager Technology and Innovation

Frankston City Council is entering an exciting new phase, with a refreshed leadership structure and a strong focus on strengthening collaboration, organisational capability, innovation and service delivery. As part of this next phase, we are seeking a strategic and forward-thinking leader for the position of Manager Technology and Innovation.
Reporting to the Chief Operating Officer, this influential role provides an opportunity to shape the Technology and Innovation Department and strategically elevate the role of technology, data, digital innovation and cyber resilience across Council.
You will work closely with the Executive Leadership Team and leaders across the organisation to shape investment decisions, influence strategic priorities and ensure technology is positioned as a catalyst for organisational improvement, service excellence and future growth.
The role leads Council's technology platforms and systems, business applications, GIS, technology innovation, cybersecurity, business continuity and technology operations. It is also responsible for helping the organisation identify and implement technology-enabled business improvements.
About the position The Manager Technology and Innovation will provide strategic and operational leadership across Council's technology environment, digital services, enterprise applications, GIS, cybersecurity and emerging technology agenda.
Leading a multidisciplinary department, you will develop and deliver a future-focused technology roadmap that aligns investment, systems and digital capability with Council's organisational priorities and community needs.
You will build trusted relationships across Council to identify where technology, data, artificial intelligence, automation and digital innovation can create measurable value. You will also ensure Council maintains a stable, secure and appropriate technology environment that is well governed and enables effective service delivery.
Your key areas of focus will include: Technology Strategy and Digital Innovation

• Lead Council's technology and digital innovation agenda, positioning technology as an enabler of organisational performance and service excellence.
• Shape and deliver a future-focused technology roadmap aligned with Council's strategic priorities, service requirements and community outcomes.
• Identify opportunities where technology, data, artificial intelligence and automation can improve productivity, decision-making and customer experience.
• Champion the responsible adoption of emerging technologies and foster a culture of digital innovation across the organisation.
• Partner with leaders to develop robust business cases and practical technology-enabled responses to organisational challenges and opportunities.

Enterprise Systems, Data and Digital Services

• Provide strategic leadership across enterprise systems, applications, technology infrastructure, digital services, business intelligence and GIS.
• Ensure Council's technology platforms and systems are secure, reliable, integrated, fit for purpose and responsive to organisational needs.
• Improve the use, adoption and value of Council's technology investments through effective governance, prioritisation and organisational capability development.
• Strengthen access to meaningful data and digital insights that support evidence-based decision-making and service delivery.
• Maintain a strong customer and business focus, ensuring technology services are practical, responsive and designed around organisational needs.

Cybersecurity, Governance and Resilience

• Strengthen Council's cybersecurity posture, technology governance and organisational resilience in an increasingly complex digital environment.
• Ensure effective technology risk, architecture, security, disaster recovery and business continuity arrangements are established and maintained.
• Build organisational awareness and capability in cybersecurity, responsible technology use and digital risk.
• Balance innovation and digital opportunity with governance, security, privacy, risk management and operational reliability.
• Provide trusted advice to executive leaders and Councillors on technology opportunities, investments, risks and emerging issues.

Investment, Partnerships and Innovation

• Lead technology investment planning and prioritisation to maximise value, improve adoption and deliver sustainable outcomes.
• Develop high-value relationships with vendors, strategic service providers and technology partners to improve performance, innovation and return on investment.
• Lead digital transformation initiatives that strengthen organisational capability, productivity and service outcomes.
• Support leaders and employees through technology-enabled change, ensuring implementation is practical, well understood and sustainable.
• Monitor technology trends and emerging opportunities to position Council to respond proactively to a rapidly changing environment.

Across these areas, you will lead an integrated, secure and customer-focused Technology and Innovation function that enables Council's people, services and community outcomes.
About you You are a strategic, forward-thinking and relationship-focused technology leader who understands how digital capability can enable meaningful organisational and community value.
You can translate organisational priorities into a clear and achievable technology roadmap and confidently move between strategy, innovation, governance and operational delivery.
You will bring the credibility and communication skills to make complex technology matters accessible, helping leaders understand the opportunities, risks and investment choices before them.
You are equally comfortable championing innovation and ensuring strong governance, cyber resilience and service reliability.
You will bring:

• Extensive senior technology leadership experience in a large and complex organisation.
• Demonstrated experience leading multidisciplinary technology teams and building engaged, capable and high-performing functions.
• Strong experience developing and implementing technology strategy, roadmaps and significant transformation initiatives.
• Contemporary knowledge of digital services, cloud technology, enterprise systems, data, artificial intelligence, automation and emerging technology.
• Demonstrated experience leading cybersecurity, technology risk, governance, business continuity and disaster recovery.
• The ability to translate organisational priorities into practical technology investments and measurable outcomes.
• Strong commercial acumen, including experience in technology investment planning, vendor management, procurement, contracts and benefits realisation.
• Highly developed communication and influencing skills, with the ability to explain complex technology concepts clearly and inspire confidence.
• Demonstrated ability to build trusted relationships with executive leaders, Councillors, employees, vendors and external stakeholders.
• The ability to navigate complexity, balance competing priorities and lead transformational change.
• A strong customer and business focus, ensuring technology solutions improve organisational performance and service delivery.
• Relevant tertiary qualifications in technology, information systems, business or a related discipline.
