Job Description:

Position Summary 

The Senior Technical Project Manager / Scrum Master will support the tolling modernization program by managing project planning, risk mitigation, scheduling, cross-team coordination, and deliverable tracking for the new microservices architecture. This role will focus primarily on traditional project management for the next several months while gradually assuming Scrum Master responsibilities as Agile teams mature. The individual must be a self-starter who thrives in technical environments, collaborates effectively with engineers, and champions improvements to processes, communication, and reporting. 

Key Responsibilities 

• Create and manage project plans, schedules, resources, and delivery timelines. 
• Lead project coordination across development, QA, cloud, security, and operational teams. 
• Track project progress, risks, issues, scope, and cost; communicate status to leadership and stakeholders. 
• Champion process improvements, reporting enhancements, and stronger delivery practices. 
• Facilitate Scrum ceremonies including Sprint Planning, Daily Standups, Backlog Refinement, Sprint Reviews, and Retrospectives. 
• Support backlog organization and readiness with Business Analysts and Product Owners. 
• Guide teams as they transition into more structured Scrum execution. 
• Monitor work in Azure DevOps and support developers performing ongoing ticket-based support. 
• Coordinate release planning and ensure smooth delivery sequencing. 
• Ensure compliance with VDOT and VITA project management guidelines. 
• Additional responsibilities as assigned. 

Required Skills 

• 8+ years of project management experience in technical environments leading teams through waterfall and agile methodologies 
• PMP & CSM Certifications 
• Experience managing modernization or cloud-related projects. 
• Strong understanding of software development life cycle models. 
• Experience working closely with development, QA, and engineering teams. 
• Strong knowledge of Scrum methodologies and Agile delivery practices. 
• Ability to facilitate Scrum ceremonies and guide maturing Agile teams. 
• Proficiency with Azure DevOps (Boards, tracking, visibility) or similar tool. 
• Proficiency with Microsoft Planner Premium or similar tool. 
• Advanced skills in Microsoft Excel, Visio, and other MS Office or similar tools. 
• Strong communication and organizational skills. 
• Ability to work independently and take ownership of deliverables. 

Desired Skills 

• 10+ years of project management experience in technical environments. 
• Experience supporting microservices or API-driven environments. 
• Experience implementing delivery process improvements. 
• Deliverables & Success Metrics 
• Accurate schedules, resource plans, and dependency tracking. 
• Clear and timely communication of risks, issues, and status. 
• Well-facilitated Scrum ceremonies and maturing Agile team practices. 
• Improved delivery workflows, documentation, and reporting. 
• Consistent progress toward modernization and microservices delivery.
