SCADA/PLC Systems Analyst

We are seeking to hire a contractor to serve as a Process Control Systems Analyst (PCSA) assigned to the Sacramento Area Sewer District’s EchoWater Resource Recovery Facility. The Operational Technology (OT) networks are air-gapped and isolated from standard business networks and require on-premises administration. As a result, this position requires fulltime onsite presence – no telework is acceptable. The contractor will partner with the OT programming team to administer, maintain, and operate our real-time Plant Computer Control System (PCCS), which is a Distributed Control System (DCS), Programmable Logic Controller (PLC) and Supervisory Control and Data Acquisition (SCADA) systems, along with the associated servers, workstations, and network components. The selected individual will interact with internal customers to understand, diagnose, and troubleshoot technical problems, as well as various other technical projects as assigned. Information Technology (IT) skills are highly transferrable to OT environments and are a desired skillset.

Key responsibilities include:

·       Diagnose and correct database and system issues; configure database parameters for DCS/SCADA/PLC systems.

·       Maintain robust backup and archive retrieval systems for process control systems and related databases.

·       Perform troubleshooting of hardware and software failures across DCS/SCADA/PLC and networked environments.

·       Document technical issues, resolutions, and perform tracking of assigned work in a Computerized Maintenance Management System (CMMS).

·       Support patch management and maintenance of Windows based operating systems

·       Support maintenance of a Windows Enterprise Domain including management of Active Directory and Group Policy

·       Update and maintain internally tracked asset inventories

Desirable Skills Include:

·       Experience with industrial control systems and OT hardware, software, and network architecture.

·       Experience with network configurations and IEEE communication protocols relevant to industrial control.

·       Competence in administering servers, workstations (e.g., Windows), and LAN environments used in process control data management.

·       Technical problem solving and customer service with both technical and non-technical stakeholders.

·       Ability to produce clear technical documentation, including test plans and cases

·       Asset and inventory tracking skills

·       Familiarity with virtualization software and management

·       Familiarity with Enterprise cybersecurity management

·       Familiarity with scripting languages such as PowerShell

Minimum qualifications:

·       Bachelor’s degree (or higher) in Computer Science, Engineering, Computer Programming/Networking, Industrial Automation; OR

·       Four (4) years of full-time experience in the administration, operations, and/or maintenance of industrial control systems (DCS, SCADA, PLC).

General requirements and working conditions:

·       On-site role;

·       Position may require a valid California Class C driver’s license, mandatory overtime, and on-call/standby assignments.

·       Contract duration will be one year and potentially extendable depending on performance and business needs

·       Field work conditions may include noisy environments, exposure to electrical energy/chemicals, and work around machinery with moving parts.
