OpenGov Functional & Technical Experts

Remote | 6-Month Contract | Long-Term Extension Possible

Position Overview

We are seeking experienced OpenGov Functional & Technical Experts who have hands-on experience implementing OpenGov for end customers, particularly U.S. state, county, city, municipal, or other public-sector organizations.

OpenGov is a SaaS (Software-as-a-Service) platform that runs entirely in the cloud. Local governments and public agencies access OpenGov through a web browser rather than installing or hosting the application on local, on-premises servers.

The ideal candidates should therefore understand both the functional capabilities and cloud/SaaS technical aspects of OpenGov and be capable of working directly with end customers throughout the complete implementation lifecycle from requirements gathering and solution design through configuration, integrations, testing, deployment, go-live, and production support.

Candidates who have only theoretical knowledge, training, or limited support experience without actual OpenGov implementation experience will not be considered.

Key Requirement End-Customer Implementation Experience

Candidates must have:

  • Direct experience implementing OpenGov for end customers.
  • Experience working directly with customer business users, IT teams, and government stakeholders.
  • Strong understanding of both OpenGov functional capabilities and technical architecture.
  • Experience translating customer business requirements into OpenGov solutions.
  • Hands-on experience with OpenGov configuration, integrations, data migration, testing, deployment, and support.
  • Ability to independently troubleshoot functional and technical issues.
  • Experience taking an OpenGov implementation from discovery/requirements through go-live and post-production support.
  • Ability to explain OpenGov capabilities, limitations, best practices, and integration options to customers.
  • Strong understanding of cloud-based SaaS application implementation and integration.

OpenGov Functional Responsibilities

  • Lead requirements gathering and discovery sessions with end customers.
  • Analyze existing business processes and identify gaps.
  • Translate business requirements into OpenGov functional solutions.
  • Configure OpenGov modules, workflows, business rules, and processes.
  • Support budgeting, financial management, procurement, permitting, licensing, reporting, grants, and other OpenGov capabilities as applicable.
  • Conduct functional design, configuration, SIT, UAT, and deployment activities.
  • Develop functional specifications, process flows, configuration documentation, and user guides.
  • Work directly with customer stakeholders to resolve functional issues.
  • Conduct end-user training and knowledge-transfer sessions.
  • Recommend OpenGov best practices and process improvements.

OpenGov Technical Responsibilities

  • Design and support OpenGov cloud/SaaS technical solutions and integrations.
  • Develop and support integrations between OpenGov and customer systems.
  • Work with APIs, web services, data interfaces, and integration technologies.
  • Perform data mapping, data conversion, migration, and validation.
  • Support SQL/database-related activities where applicable.
  • Troubleshoot application, integration, interface, and data issues.
  • Support reporting, dashboards, data extracts, and technical configurations.
  • Coordinate technical activities with customer IT teams and third-party vendors.
  • Support SIT, UAT, deployment, go-live, and production stabilization.
  • Prepare technical specifications, integration documentation, and support procedures.
  • Understand SaaS-based security, authentication, access control, and integration considerations.

OpenGov SaaS / Cloud Understanding

Candidates should understand that OpenGov is a cloud-based SaaS platform, meaning:

  • The application is hosted in the cloud rather than on customer-owned on-premises servers.
  • End users primarily access the platform through a web browser.
  • Customers do not typically install and maintain traditional application servers locally.
  • Implementation involves configuration, business-process setup, integrations, data migration, security/access configuration, testing, and deployment within a SaaS environment.
  • Consultants must understand how OpenGov connects with the customer's existing ERP, financial, HR, GIS, payment, identity, document management, and other systems.
  • Candidates should be comfortable working with customer IT teams on APIs, integrations, authentication, data exchange, security, and cloud connectivity.
