Project Manager with Oracle Utility/ C2M Cutover Lead

Location: Philadelphia, PA/Remote

Primary Responsibilities

·         Own the integrated C2M cutover plan from current mock execution through Dress Rehearsals and Production Go-Live.

·         Develop and maintain the detailed cutover runbook, including activities, sequencing, owners, dependencies, durations, checkpoints, and contingency procedures.

·         Integrate C2M conversion, batch, integrations, MTM, SEW/portal, financials, infrastructure, business readiness, and downstream systems into one executable cutover plan.

·         Lead Dress Rehearsal planning and execution.

·         Establish Control Center / Command Center structure, reporting cadence, decision points, and escalation procedures.

·         Track baseline vs. actual execution during mocks and rehearsals and use results to continuously refine production cutover estimates.

·         Identify critical-path activities and opportunities to compress the cutover window.

·         Coordinate rollback, restart/recovery, contingency, and go/no-go planning.

·         Facilitate cutover readiness reviews with technical, functional, business, vendor, and executive stakeholders.

·         Lead or support 24x7 execution during major mocks, Dress Rehearsals, and production cutover.

Required / Preferred Skills

·         Prior Oracle Utilities C2M/CC&B cutover leadership experience strongly preferred.

·         Ideally has led at least one large-scale utility CIS implementation through production Go-Live.

·         Strong understanding of C2M conversion, batch processing, integrations, environment activities, validation, and business readiness.

·         Experience developing and managing highly detailed integrated cutover plans/runbooks.

·         Experience running large Command Center/Control Center operations.

·         Strong critical-path, dependency, risk, and schedule-management capabilities.

·         HP ALM experience preferred, particularly an understanding of how test/defect readiness impacts cutover entrance criteria and Go-Live decisions.

·         Ability to challenge technical estimates and identify execution gaps—not simply consolidate status.

·         Strong executive communication and ability to operate under significant schedule pressure.

·         Utility experience required; gas or combined electric/gas preferred, electric acceptable.
