Job Description

Job Title: Purchasing Advisor IV

Location: Rosemead, CA 91770 (Hybrid)

Duration: 06 Months Contract with a possibility of extension.

Note: This is a hybrid role with onsite work required every Monday and Tuesday.

 

Job Description: Technical Purchasing

  • Negotiates favorable terms, volume discounts and long-term contracts with suppliers and prepares and processes requisitions and purchase orders for the procurement of technical equipment, custom engineered products, systems, software, or components.
  • Acquires and maintains understanding of technology trends, market forces, cost trends, and supplier technology road maps.
  • Reviews purchase order claims and contracts for conformance to organization policy and discusses defects and delivery problems with suppliers and negotiates refunds. Career Level Advisor.

Scope/Focus:

  • Applies mastery of in-depth knowledge in one job family or broader expertise in most areas of a job function. May act as a project manager for one or more short to mid-term projects with responsibilities for results in terms of costs, methods, and outcomes.
  • Applies extensive technical expertise and has full knowledge of other related disciplines. Challenges are atypical and require the regular use of ingenuity, creativity and resourcefulness.

Accountability:

  • Contributes to defining the direction for new processes, standards or operational plans based on business strategy with an impact on work group results.
  • Directs involvement in tasks necessary for project execution. Identifies problems and solutions. Collaborates to establish project objectives, timelines, risks, milestones, deliverables, and budgets.

Working Relationships:

  • Determines methods and procedures on new assignments and may coordinate activities of other team members.
  • Exercises considerable latitude in determining deliverables. Completed work is reviewed for achievement of desired results.
  • As a project manager, resolves issues and ensures task completion by establishing priorities and resolving conflicts with team members.

Decision Making/ Impact:

  • Exercises judgment and discretion to advise and recommend courses of action, which have a moderate corporate impact or moderate to major departmental or business unit impact.
  • Authority to negotiate to resolve differences.
  • May make independent decisions when recommending appropriate scope and strategies.
  • Guides the successful completion of major programs, projects and objectives and may function in a project leadership role. Erroneous decisions or recommendations would typically result in failure to achieve major program/project objectives.

Responsibilities:

  • Reviews and negotiates company-wide commercial agreements for various scopes of work.
  • Identifies, drives, and implements suitable procurement approaches to deliver lowest total cost and cost savings strategies across the organization.
  • Negotiates contracts and reviews opportunities to reduce costs using negotiation and procurement best practice tools and methods.
  • Understands and applies business tools (financial, logistical, commercial, risk, cost analysis, etc.) to attain desired results.
  • Identifies and executes purchasing opportunities through internal stakeholder collaboration and external market research.
  • Ensures that corporate procurement policy and procedure is being followed.
  • Develops and establishes category management in accordance with the overall best practices, procurement strategy, processes, and procedures and ensures category management delivers against targets and objectives.
  • Develop skills and knowledge to become subject matter expert in managed spend categories.
  • Identifies and implements continuous improvement opportunities, assessing current and future business processes for best work practice, as well as innovative procurement solutions that provide cost savings and process efficiencies for the organization.
  • Establishes strong business relationships with key business partners and clients across Operating Units and external organizations.
  • A material job duty of all positions within the Company is ensuring the protection of all its physical, financial and cybersecurity assets, and properly accessing and managing private customer data, proprietary information, confidential medical records, and other types of highly sensitive information and data with the highest standards of conduct and integrity.

Day-to-Day Responsibilities:

  • Serve as a senior subject matter expert responsible for leading the development, compilation, approval, and execution of procurement training programs (~70%) and applying advanced business process improvement principles to design standardized, scalable, repeatable solutions that enhance procurement capability, contract literacy, and organizational effectiveness (~30%).
  • Operates with a high degree of autonomy and strategic influence; this role will partner closely with Procurement leadership and the internal Enterprise Learning & Development (EL&D) team to deliver structured, enterprise-aligned training programs and with Procurement stakeholders in resolving pain points.
  • The role will focus on translating procurement policies, contract frameworks, and best practices into practical, accessible learning experiences and process documentation that improve performance and reduce contractual and operational risk. (Note: Procurement wants to focus on practical application and action-heavy training, not lecture-based formats.).

Required Skills/Attributes:

  • 10 or more years of Procurement experience.
  • Extensive experience in procurement, contract management, or business process improvement initiatives.
  • Demonstrated ability to design and deliver training programs in complex, cross-functional environments.
  • Strong working knowledge of contract terms, procurement processes, and supplier negotiation dynamics.
  • Proven experience collaborating with Legal, and Learning & Development teams.
  • Expertise in translating complex subject matter into clear, structured, and actionable training content.
  • Strong project management skills, including planning, stakeholder coordination, and tracking execution.

Desired Skills/Attributes:

  • Experience in utility, regulated, or large enterprise procurement environments.
  • Experience developing training for procurement agents or contract professionals.
  • Strong facilitation and communication skills, with ability to influence at multiple organizational levels.
