Project Manager

We are seeking a senior Technical Project Manager to manage and deliver complex, high-stakes IT infrastructure projects with multiple streams and work groups coordinated to an aggressive delivery schedule.

• Location: Richmond, VA 23219 (Candidates must permanently reside in the Richmond metropolitan area)
• Work Arrangement: Hybrid (3 days onsite in the Richmond office)
• Role Type: Contract

Key Responsibilities

• Lifecycle Management: Lead technical projects through all standard phases from initiation and planning through execution, control, and closeout.
• Cross-Functional Collaboration: Serve as a hands-on manager bridging development staff, business groups, vendors, and external PMO governance bodies.
• Resource & Budget Tracking: Maintain strict control over project budgets, timelines, schedules, risk mitigation, and performance metrics.
• Project Execution: Oversee contract management, facilitate design workshops, document clear requirements, and ensure thorough test plan preparation.

Required Skills & Qualifications

• Certification: Active PMP Certification is strictly required.
• Experience Level: 10+ years of progressive experience managing high-visibility, multi-stream IT projects valued at $10M or greater.
• Technical Infrastructure: 10+ years of experience delivering IT infrastructure projects (networking, physical plant, vendor management, and site provisioning).
• Methodology: 10+ years of experience operating within both Scaled Agile (SAFe) and Waterfall project management frameworks.
• Tooling: 10+ years of proficiency with Microsoft Office products, including MS Project Server and Visio.
• Education: Bachelor's degree in Computer Science, Systems Engineering, MIS, Project Management, or Business.

Preferred Skills

• VITA (Virginia Information Technologies Agency) Certification is highly desired.
• Agile Scrum Master or SAFe Scrum Master certifications.
