Kentro is hiring a Business Analyst III to support the Federal Aviation Administration's (FAA) Accelerated Transformation of Legacy Applications and Systems (ATLAS) program. The ideal candidate will have experience analyzing business, mission, technology, and operational requirements and translating them into actionable recommendations that support portfolio modernization and optimization. The Business Analyst will also collaborate with the Chief Architect and a multi-disciplined team to use the results of this analysis to validate portfolio inventory, establish traceable decision criteria, develop portfolio metrics, and support dashboards, governance artifacts, and executive decision support.
Location: Remote - This position can be performed remotely within the United States and will support Eastern Time working hours.
Compensation Range: The pay range for this position is $99,000-118,000 annually. Kentro determines compensation by evaluating current government contracting and commercial market conditions, as well as the role's specific requirements. Final salary placement within this range will be based on the candidate's relevant skills, experience, education, certifications, location, and security clearance level, where applicable.

Responsibilities

• Support FAA portfolio rationalization efforts, including discovery, inventory, categorization, and analysis of applications, systems, services, and supporting technologies.
• Gather and analyze business, mission, operational, technical, security, and compliance requirements from stakeholders and system owners; document source, ownership, confidence, assumptions, and unresolved gaps for material requirements.
• Develop and maintain traceable portfolio inventories, capability maps, application profiles, dependency maps, and other analytical artifacts with source provenance and decision linkage.
• Identify and validate opportunities for consolidation, integration, modernization, migration, replacement, or retirement.
• Analyze relationships and dependencies between business capabilities, applications, infrastructure, data, and enterprise services.
• Develop business cases and decision-support materials that quantify mission impact, cost, risk, dependencies, and expected modernization outcomes.
• Translate stakeholder needs into clear functional requirements, user stories, process models, and acceptance criteria where appropriate.
• Support development of current-state and future-state architectures in collaboration with enterprise and solution architects.
• Analyze business processes and identify opportunities to improve efficiency, automation, standardization, and service delivery.
• Establish governed metrics and dashboards to track portfolio health, rationalization progress, investment decisions, and modernization outcomes using reconciled source data, documented definitions, and repeatable calculation logic.
• Prepare executive-level briefings, presentations, reports, and recommendations for FAA and program leadership.
• Support ongoing governance processes and maintain traceability from business and mission objectives through requirements, capabilities, system disposition decisions, and acceptance criteria.

Qualifications

• Bachelor's degree in Business, Information Systems, Computer Science, Engineering, or a related discipline.
• 5-7 years of experience with IT portfolio management, application rationalization, enterprise architecture, or technology modernization.
• Strong requirements analysis, process modeling, data analysis, and stakeholder management skills, including the ability to interrogate and reconcile structured datasets using SQL or equivalent analysis tools.
• Experience working across business and technical organizations.
• Ability to translate complex technical information into clear business and executive-level recommendations.
• Strong written, verbal, presentation, facilitation, and analytical skills.
• Ability to work independently while coordinating across multiple stakeholder groups.
• Proficiency in the use of AI tools for analysis

Preferred Qualifications:

• Experience with FAA, federal IT, or other federal governance processes is highly desirable.
• Experience as a Business Analyst supporting complex government, aviation, transportation, or enterprise IT environments.
• Familiarity with enterprise architecture frameworks and tools is desirable.

Clearance Requirement:

• Existing FAA suitability determination or transferable federal background investigation strongly preferred
