Job Description

Senior Project Manager DDAP
Location: Harrisburg, PA / Remote
Duration: Long Term Contract Openings: 1

Position Overview

We are seeking an experienced Senior Project Manager. The selected candidate will be responsible for managing projects from planning through implementation, ensuring they are delivered on time, within budget, and according to business and technical requirements.

The primary focus will include the implementation and enhancement of major DDAP initiatives, including the iSMART / Training Management System (TMS) replacement and continued support of the Web Infrastructure for Treatments (WITS) product.

Location Requirements

  • Candidate must currently reside in Pennsylvania.
  • No relocation candidates will be considered.
  • This is primarily a telecommuting position.
  • Candidate must be able to work onsite at the Harrisburg, PA office at least 1 day per month, with additional onsite days as required.

Mandatory Requirements

  • 7+ years of relevant Project Management experience.
  • Active PMI PMP certification for a minimum of 5 years.
  • A copy of the active PMP certification must be provided with the submission.
  • Strong experience managing large, complex IT projects through the complete project lifecycle.
  • Strong stakeholder management, communication, planning, risk management, and issue-resolution skills.
  • Experience managing project schedules, budgets, milestones, deliverables, and resources.
  • Ability to work independently and lead projects with minimal oversight.

Highly Desired Qualifications

  • Experience implementing SaaS solutions.
  • Strong and demonstrable Public Health experience, particularly with Drug and Alcohol Programs.
  • Experience working with government or healthcare-related IT programs.
  • Experience with business process reengineering and application implementation.

Key Responsibilities

  • Lead projects from planning, design, development, testing, and implementation through completion.
  • Develop and maintain detailed Project Management Plans and project schedules.
  • Manage project scope, budget, milestones, resources, risks, issues, and dependencies.
  • Maintain RAID Logs and develop risk mitigation strategies through closure.
  • Coordinate activities across application, data, infrastructure, networking, security, and service management teams.
  • Facilitate communication between program stakeholders, IT teams, vendors, and leadership.
  • Prepare and deliver weekly project status reports, metrics, presentations, and recommendations.
  • Manage change control and ensure scope changes are properly documented and approved.
  • Coordinate system testing, training, orientation, peer reviews, and implementation activities.
  • Ensure projects comply with established PMO standards, procedures, and methodologies.
  • Identify potential issues proactively and drive them through resolution.
  • Balance project priorities, team capacity, timelines, budgets, and business requirements.
  • Mentor junior project management staff when needed.

Ideal Candidate

The ideal candidate is a PMP-certified Senior Project Manager with 7+ years of experience successfully leading complex IT initiatives. Candidates with Public Health and Drug & Alcohol program experience, SaaS implementation experience, and strong stakeholder/vendor management skills are highly preferred.
