Job Description

Project Manager (Grants Management Contractor and Implementation Specialist)
Richmond,VA

Key Responsibilities & Scope of Work

  • Platform Pilot & Migration: Provide strong expertise and guidance to support the agency in implementing a pilot Grant Management platform, with the goal of migrating all grant activity into the new platform early next calendar year.

  • SME & Process Assessment: Serve as a subject matter expert (SME) in grant management practices and federal uniform guidance standards. Work alongside dedicated SMEs to assess current work processes across the entire grant life cycle and integrate them seamlessly into the software platform.

  • Software Workflow Development: Design, develop, and implement efficient processes directly within grants management software.

  • Lifecycle & Efficiency Advising: Assess and advise the agency on best practices to drive operational efficiencies regarding:

    • Grant applications, reviews, and contract agreements.

    • Processing grantee invoices (claims), grant accounting, and financial reporting.

    • Monitoring grant expenditures (including identifying inactivity) and managing the grant close-out/de-programming process.

  • Vendor & Stakeholder Collaboration: Work closely with agency staff and system vendors to continuously refine workflows and processes.

  • Documentation & Change Management: Develop comprehensive materials to support system changes, policy updates, and training—including process workflow diagrams and field dictionaries. Document all decision points, secure approvals, and provide oversight for updated policies and procedures.

  • Status Reporting: Deliver regular weekly status updates, proactively communicating any identified risks or issues.
