I. DESCRIPTION OF SERVICES
The State Agency requires the services of one Project Lead 3, hereafter referred to as the Candidate, who meets the general qualifications for Project Lead 3, Project Management, and the specifications outlined in this document.
All work products resulting from this project shall be considered works made for hire and shall remain the property of the State Agency. The selection process may include pre-employment requirements under which potential vendors and their candidates must submit to and successfully complete criminal background checks as authorized by applicable Texas law.
The State Agency will not pay any fees associated with interviews, discussions, or other activities conducted as part of the candidate selection process.
The Candidate must have eight or more years of relevant experience and demonstrate the ability to use professional judgment to plan and accomplish project goals. The Candidate must independently perform a variety of complex tasks and exercise a high degree of creativity, initiative, and professional latitude.
The Candidate will be responsible for planning, coordination, requirements gathering, business analysis, specifications development, project planning, project monitoring, project status reporting, and the implementation of moderate to complex business solutions.
A Project Management Professional certification is required and must be clearly listed on the Candidate s resume. Proof of certification may be requested.
This role will support a Technical Project Manager for a data engineering project associated with an artificial intelligence adoption program. Responsibilities include managing cross-functional coordination, tracking project deliverables, supporting platform and data engineering initiatives, and ensuring alignment among business, engineering, data, and artificial intelligence stakeholders.
Familiarity with cloud platforms, data pipelines, and artificial intelligence or machine learning adoption initiatives is highly desirable. The Candidate must also demonstrate strong communication, leadership, organizational, and stakeholder management skills.
II. CANDIDATE SKILLS AND QUALIFICATIONS

III. TERMS OF SERVICE
Services are expected to begin on September 1, 2026, and are expected to be completed by August 31, 2027.
The total estimated number of hours per Candidate shall not exceed 2,008 hours.
The engagement may be amended, renewed, or extended upon written agreement by both parties.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated and approved by the State Agency.
Normal business hours are Monday through Friday, from 8:00 a.m. to 5:00 p.m., excluding State holidays when the Agency is closed.

The position follows a hybrid work arrangement consisting of onsite work and telework.
Any travel, parking, per diem, relocation, lodging, or living expenses shall be the responsibility of the Candidate and/or Vendor.
The State Agency will provide pre-approved written authorization for any required travel involving services performed away from the primary work location. Approved travel expenses shall be limited to the applicable State of Texas travel reimbursement rates and must comply with all prescribed State travel rules, including requirements related to original receipts.
The Candidate may be required to work outside normal business hours, including evenings, weekends, and holidays, based on project requirements.
Any work performed beyond 40 hours per week will be paid at the quoted hourly rate and must be coordinated and approved in advance by the State Agency.
