Senior IT Project Manager / Business Analyst
Currently seeking qualified candidates for the position of a Senior IT Project Manager / Business Analyst for the Department for Public Health (DPH) to support Women, Infants, and Children (WIC) initiatives including the modernization of the legacy system and addition of an EBT component. These applications are used by CHFS to improve the physical, socio-emotional health, safety, and well-being of all Kentucky women, infants, children, adolescents, and their families. The WIC modernization effort is replacing the current MIS with a multi-portal build within the Saleforce solution, replacing the Retailer Management System with a new Vendor Management System, along with an information exchange implementation via a WUMEI compliant interface including associated data conversion for these changes, and integrating the WIC EBT system into an SSO environment.
This position is housed within the Office of Application Technology Services (OATS) – Division of Health Services Systems (DHSS) and is responsible for providing both project management and business analysis leadership throughout the project lifecycle.
Primary Responsibilities Include (but are not limited to):
Project Management Responsibilities
- Responsible for planning, coordinating, organizing, and managing all phases of the project.
- Develop and maintain detailed project plans, schedules, milestones, resource assignments, and budgets.
- Manage project scope, schedule, risks, issues, assumptions, dependencies, and change requests.
- Coordinate project activities among business stakeholders, vendors, technical teams, infrastructure, security, and executive leadership.
- Facilitate project meetings, steering committee meetings, status meetings, and executive briefings.
- Monitor vendor performance and ensure contractual deliverables are completed on time and meet quality expectations.
- Track project budget, invoices, procurement activities, and contract deliverables.
- Prepare weekly and monthly project status reports and communicate project health to management.
- Ensure compliance with Commonwealth of Kentucky, CHFS, DHSS, and OATS project management standards and SDLC processes.
- Coordinate release planning, testing activities, production deployments, and post-implementation support.
- Proactively identify and mitigate project risks and resolve issues before they impact the project schedule.
Business Analysis Responsibilities
- Work closely with business stakeholders to understand business processes, operational needs, and project objectives.
- Facilitate business requirements gathering sessions, workshops, and stakeholder interviews.
- Document Business Requirements Documents (BRDs), Functional Requirements, Use Cases, User Stories, Process Flows, and Business Process Models.
- Analyze existing business processes and recommend opportunities for process improvement and automation.
- Translate business requirements into detailed functional requirements for technical teams and vendors.
- Review vendor deliverables to ensure they satisfy approved business requirements and contractual obligations.
- Manage requirements traceability throughout the project lifecycle.
- Coordinate and support User Acceptance Testing (UAT), including test planning, test case development, defect tracking, and business signoff.
- Assist with data migration planning, data validation, and business readiness activities.
- Develop user documentation, training materials, and facilitate end-user training sessions.
- Coordinate change management and organizational readiness activities to support successful implementation.
- Serve as the liaison between business stakeholders, vendors, and technical teams to ensure successful solution delivery.
Required Qualifications
Candidates must have:
- Bachelor''s degree or equivalent combination of education and relevant experience.
- PMP Certification preferred.
- Minimum of 10 years of experience managing large-scale Information Technology projects.
- Minimum of 7 years of Business Analysis experience supporting enterprise software development projects.
- Experience managing Agile, Waterfall, or Hybrid software development projects.
- Experience facilitating business requirements sessions with executive leadership and business users.
- Experience writing Business Requirements Documents (BRDs), Functional Requirements, Use Cases, User Stories, and Process Flow diagrams.
- Experience managing project scope, schedule, budget, risks, issues, and change management.
- Experience coordinating User Acceptance Testing (UAT) activities.
- Experience managing software vendors and contractual deliverables.
- Experience reviewing technical and functional documentation.
- Strong analytical, organizational, problem-solving, and decision-making skills.
- Excellent written, verbal, facilitation, and presentation skills.
- Experience using Microsoft Project, Visio, Word, Excel, PowerPoint, and SharePoint.
- Experience with Azure DevOps, Jira, ServiceNow, or similar project management and work management tools.
- Ability to manage multiple priorities and work effectively with business and technical teams.
- Experience working with executive leadership and cross-functional teams.
Preferred Qualifications
- Candidates having experience in one or more of the following areas are preferred:
- Experience with Microsoft Power Platform (Power Pages, Power Apps, Power Automate, Power BI, and Dataverse).
- Experience supporting Microsoft Azure cloud projects.
- Experience managing Digital Transformation initiatives.
- Experience implementing Application Lifecycle Management (ALM) processes.
- Experience with business process reengineering and workflow automation.
- Experience with grants management, financial management, or regulatory systems.
- Prior experience supporting Commonwealth of Kentucky or other State Government agencies.
- Prior experience supporting public health or healthcare information systems.
- Experience managing projects involving vendor-developed cloud solutions.
