Job Description

Key Responsibilities
Develop and maintain enterprise data governance frameworks, policies, standards, procedures, and operating models. Conduct enterprise data inventory, cataloging, classification, and metadata management. Define data ownership, stewardship, custodianship, and accountability models. Implement and maintain data access governance using RBAC and ABAC. Align data governance controls with applicable NIST and federal security requirements. Develop and maintain data quality processes including profiling, validation, monitoring, remediation, and reporting.

Establish data lineage and traceability capabilities across systems and data pipelines. Support integration between data governance solutions, identity and access management platforms, and enterprise or IC data catalogs. Conduct stakeholder workshops and requirements-gathering sessions. Develop governance workflows, procedures, training materials, and implementation guidance. Produce data inventory reports, classification plans, data quality assessments, lineage documentation, and governance reports.

Required Qualifications
Experience designing or implementing enterprise data governance programs. Strong knowledge of:
Data governance
Metadata management
Data catalogs
Data classification
Data quality
Data lineage
Master/reference data concepts
Experience with RBAC, ABAC, IAM, and access governance. Understanding of NIST security and data protection requirements. Experience working with structured and unstructured enterprise data. Strong stakeholder engagement and documentation skills. Ability to translate business and mission requirements into governance policies and technical requirements.
