Job Description

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Education Agency and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Education Agency will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

The Business Analyst (BA) position at the Texas Education Agency works on multiple projects that support the mission of the agency of improving outcomes for Texas students, with a focus on major enhancements and/or rewrite effort.

This position will perform advanced, senior-level business analysis work. The business analyst serves as the conduit between the program/customer community and the software development team through which requirements flow. This BA will be involved at some level throughout the entire software development life cycle. Upon establishment of the requirements baseline, the focus is shifted towards the management of the requirements specification and verifying the fulfillment of all requirements, including requirements for enhancements post-implementation.

Essential Functions:

1 - Elicitation & Analysis - Analyzes user needs, business processes, pain points, and computer system capabilities to automate or improve existing systems. Elicits requirements using joint application development (JAD), interviews, document analysis, surveys, use cases, competitive product analysis, and workflow analysis.

2 - Requirements Writing & Visual Output

Transforms information from elicitation sessions into business and functional requirements, use cases, user stories, software requirements specifications documents, wireframes, and mockups. Uses standard templates and simple, unambiguous, and concise natural language.

3 - BA Best Practices & Mentorship

Acts as a mentor to peers and colleagues in disseminating best practices and proactively seeks out training opportunities.

4 - Using TEA Tools Effectively

Uses TEA tools, such as Jira and Modern Requirements, to manage the change control process, participate in the SDLC, and track and communicate requirements status.

II. CANDIDATE SKILLS AND QUALIFICATIONS

Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.

Years Required/Preferred Experience

8 Required Experience eliciting requirements from interviews with customers and creating well-written system requirements

8 Required Experience with software development life cycles (SDLCs)

8 Required Business process re-engineering and software process flow improvement experience

8 Required Experience developing user stories and use cases that conform to business analysis best practices

8 Required Experience designing mockups and/or wireframes that conform to UX best practices

5 Required Demonstrated strong communication and facilitation skills

5 Required Demonstrated strong writing and organization skills

4 Preferred Documented experience working for or closely with TEA OR a federal/state/local education agency OR ed vendor

2 Preferred Documented work experience with the issue tracking software "Atlassian Jira"

2 Preferred Documented work experience with the requirements management software "Modern Requirements"

III. TERMS OF SERVICE

Services are expected to start 09/01/2026 and are expected to complete by 08/31/2027. Total estimated hours per Candidate shall not exceed 992 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Education Agency. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. The primary work location(s) will be at William B. Travis State Building, 1701 North Congress Avenue, Austin, Texas 78701. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Education Agency will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Education Agency.

V. OTHER SPECIAL REQUIREMENTS

Remote Other Percentage: With the option to work up to 80% - 100% remotely.

Work Hours Start and Work Hours End: 8 hours per day, which must include the hours between 9:00 am and 3:30 pm Central Time.
