Systems Architect

Job Summary

We are seeking an experienced Systems Architect to lead the design, development, integration, maintenance, and enhancement of internal business systems supporting finance, accounting, financial transaction processing, and county highway operations. The ideal candidate will have extensive experience in software architecture, application integration, systems analysis, development, testing, implementation, and IT infrastructure.

This position will provide technical support for the County Highway Expenditure Microcomputer System (CHEMS) and CHEMS-PRO, including software enhancements, county installations, application support, specialized programming, data exports, system integration, documentation, and end-user training.

The Systems Architect will work with general supervision while independently prioritizing assignments and delivering complex technical projects on time and within budget. Experience with accounting, ERP, financial transaction processing, and packaged business systems is strongly preferred.

Key Responsibilities

• Lead the design, development, integration, and enhancement of internal business systems across multiple functional areas.
• Support integration between packaged applications, custom-developed modules, databases, and enterprise IT infrastructure.
• Analyze, design, develop, test, implement, maintain, and enhance CHEMS and CHEMS-PRO applications.
• Provide application support for approximately 55 counties throughout Wisconsin.
• Perform new county software installations and provide virtual one-on-one training to county users.
• Participate in statewide meetings focused on CHEMS support, enhancements, and business requirements.
• Develop and deliver PowerPoint presentations to small and large groups.
• Develop software and system enhancements for the existing Advanced Revelation (AREV) 3.12 database environment.
• Develop specialized programming solutions based on Bureau of Highway Maintenance (BHM) business requirements.
• Develop and maintain AREV export programs for transferring data from CHEMS.
• Perform website updates related to application changes, program information, and system communications.
• Support packaged-system evaluation, selection, implementation, and integration activities.
• Assist with transitioning counties from existing software packages to the CHEMS system.
• Troubleshoot application, database, connectivity, infrastructure, and integration issues.
• Work independently with limited dependence on DOT network facilities and staff.
• Provide hardware, software, training, and technical support for contractor-managed environments as required.

Required Technical Experience – CHEMS / AREV

The candidate must have extensive experience supporting the existing CHEMS / Advanced Revelation environment.

At least 10 years of experience is required in the following areas:

The candidate must also have extensive experience with the CHEMS-PRO Windows GUI platform and associated development tools.
