Position Summary
The Senior Program Manager shall serve as the Contractor''s primary point of contact and be fully responsible for successful execution of the Equal Employment Opportunity (EEO) Case Management System Sustainment contract. The individual will oversee technical, operational, cybersecurity, schedule, quality, staffing, and contractual performance supporting the Defense Health Agency''s Entellitrak-based EEO and Anti-Harassment Case Management platforms across production and pre-production environments.
 
Primary Responsibilities
  • Lead overall contract execution and provide program management oversight for all sustainment activities.
  • Serve as the primary interface with the Government Contracting Officer (CO), Contracting Officer Representative (COR), Program Management Office, and technical stakeholders.
  • Manage Agile program execution including sprint planning, backlog prioritization, release planning, risk management, and status reporting.
  • Oversee software engineering, systems engineering, testing, cybersecurity, and operations teams.
  • Ensure timely delivery of system enhancements, software upgrades, defect resolution, and production support.
  • Monitor contract performance, quality metrics, SLAs, schedules, and technical deliverables.
  • Lead transition-in, transition-out, staffing continuity, and knowledge transfer activities.
  • Manage monthly progress reports, CDRLs, project documentation, and executive briefings.
  • Coordinate RMF, cybersecurity compliance, accreditation activities, and audit readiness.
  • Identify program risks, develop mitigation strategies, and ensure uninterrupted mission support.
Desired Qualifications
  • Bachelor''s degree in Computer Science, Information Systems, Engineering, or related discipline (Master''s preferred).
  • Minimum 10 years of experience managing enterprise IT modernization or sustainment programs.
  • Experience managing DoD or Federal Health IT programs.
  • Demonstrated success leading Agile software development and sustainment contracts.
  • Experience managing multi-disciplinary engineering teams.
  • Familiarity with RMF, DoD cybersecurity policies, CDRLs, configuration management, and software lifecycle management.
  • Excellent communication and stakeholder management skills.
