Business Analyst with State / Government Experience

Business Need:

The Information Technology Division of the State Court Administrator's Office (SCAO) is seeking a professional-level Enterprise Business Analyst to provide business analysis services for the Minnesota Judicial Branch Digital Signage Solution Project. The Minnesota Judicial Branch is undertaking an initiative to develop a centralized digital signage solution to support the display and management of information throughout courthouses. The Business Analyst will be responsible for working with Judicial Branch stakeholders, business representatives, and technical teams to evaluate existing signage capabilities, identify business needs, document current-state processes and define functional and non-functional requirements for the proposed solution. The project will follow an Agile development methodology. The Business Analyst will collaborate with the Project Manager/Scrum Master, software developers, quality assurance resources, and business stakeholders to develop and maintain a prioritized backlog including epics, user stories, business rules, and acceptance criteria. The selected candidate(s) will be required to sign a confidentiality, participation, and assignment of rights agreement in a form acceptable to State.

Required Qualifications and Skills:

• Minimum four (4) years of experience performing business analysis for enterprise software development projects.
• Minimum four (4) years of experience in an Agile software development environment, including Scrum methodologies.
• Demonstrated experience gathering, analyzing, documenting, and translating requirements into epics, features, user stories, and acceptance criteria.
• Experience using Azure DevOps or similar Agile project management tools to develop, manage, and refine product backlogs.
• Strong analytical, problem-solving, communication, and documentation skills, with the ability to communicate technical concepts to nontechnical stakeholders.
• Demonstrated experience facilitating stakeholder requirements sessions, conducting current state analysis, and identifying system integration requirements.
• Provide three (3) client references that the proposed candidate has assisted with same or similar projects
• Conflict of interest statement (Appendix A) as it relates to this project to be completed by all submitted candidates.
