Location: Albany, NY (Hybrid – 50% Onsite)
Duration: 24 Months (with potential for extension)
Start Date: September 1, 2026
Hourly Rate: $59–$63/hour W2

Overview:
We are seeking a Project Manager who will support our NYS client. The consultant will lead multi-year, cross-functional technology projects through the full Project Management Life Cycle and System Development Life Cycle, ensuring alignment with project governance, scope, schedule, budget, quality, risk, and communication requirements. This role will guide large project teams and coordinate executives, sponsors, management, and stakeholders across multiple state agencies to support the successful implementation of complex, public-facing technology solutions.

Duties:
- Manage one or more projects through the full life cycle, from origination through closeout, in accordance with the applicable PMO framework and project governance guidelines.
- Develop and maintain project scope statements, project management plans, schedules, budgets, quality plans, risk and issue logs, communication plans, and other required project documentation.
- Manage resource allocation, estimates, milestones, dependencies, critical paths, contingencies, and project reporting across multi-year, cross-functional initiatives.
- Apply formal project change control processes and communicate approved changes, impacts, and decisions to stakeholders at all levels.
- Monitor project risks and issues, develop mitigation and contingency plans, and drive timely resolution of obstacles affecting delivery.
- Guide project teams in implementing complex information technology solutions and support associated business process changes, training, transition, and operational readiness activities.
- Negotiate with senior management regarding resource allocations, project responsibilities, priorities, and task assignments.
- Conduct regular project status meetings and produce clear weekly and monthly status reports for executives, sponsors, management, and other stakeholders.
- Facilitate project team, sponsor, executive, and cross-agency meetings, including preparation of agendas, meeting minutes, decisions, and follow-up communications.
- Lead projects involving 20 or more participants and coordinate communication and delivery activities across multiple state agencies.
- 7+ years of experience following an industry-accepted project management methodology; the methodology or methodologies used must be identified.
- 7+ years of experience creating meeting agendas, meeting minutes, and project communications for multi-year, cross-functional projects.
- 7+ years of experience creating project management scopes, business cases, and/or project plans for multi-year, cross-functional projects.
- 7+ years of experience maintaining and managing multi-year, cross-functional project schedules, including milestones and resources; project goals must be described.
- 7+ years of experience as a Project Manager implementing a public-facing application project.
- 5+ years of experience as a Project Manager for a business process reengineering project.
- 5+ years of experience managing projects with 20 or more project participants; the scope of the projects must be briefly explained.
- 2+ years of experience working with a New York State government agency.
- Expert-level project management experience, demonstrated by the ability to guide large teams and provide leadership on complex information technology initiatives.
