Job Description

Job Title: IT Governance, Risk & Compliance (GRC) Manager

Location: BROADWAY, NYC (Hybrid)

We are currently seeking candidates who meet the following qualifications:

Required Qualifications
  • Experience in Business Process Modeling and Management using MS Visio.
  • Experience with compliance, policy and strategy development, and project management.
  • Advanced communication skills.
  • Strong oral and written communication skills.
  • Strong proposal and report writing skills.
  • Proficiency with Microsoft Office, including Word, Excel, PowerPoint, Visio, and Access.
  • Proficiency in MS Visio for process mapping.
  • Proficiency with Microsoft SharePoint.
  • Familiarity with Microsoft Project.
  • Excellent oral, written, presentation, and communication skills.
  • Excellent interpersonal skills with the ability to work with individuals at all levels of the organization.
  • Strong analytical and problem-solving skills.
  • Strong project management, coordination, and multitasking skills.
  • Strong leadership skills with the ability to develop, motivate, and foster teamwork.
  • Strong organizational and planning skills with attention to detail.

  • Familiarity with creating Standard Operating Procedures (SOPs), documenting key process requirements, and producing sample work upon request.
  • General knowledge of public mass transit assets and operations.
  • Knowledge of lean methods, waste elimination, 5S, total productive maintenance, flow, and error proofing.
  • Ability to perform root-cause analysis and value stream mapping.
  • Experience leading Kaizen or Continuous Improvement (CI) events and improvement teams.
  • Knowledge of lean manufacturing techniques.
  • Strong interpersonal skills with the ability to interact with all levels within the company and outside agencies.
Preferred Qualifications
  • Lean Six Sigma Green Belt certification from an accredited institution or training company.
  • Lean Six Sigma Black Belt certification from an accredited institution or training company.
  • Knowledge of developing and enforcing IT policies, procedures, and internal controls.
  • Knowledge of IT audits, business risk evaluation, mitigation, and management.
  • Experience developing IT communications programs and measuring their effectiveness.
  • Experience collaborating with Executive Offices to develop and issue policies, procedures, and controls.
Key Responsibilities
  • Oversee the development, implementation, and enforcement of policies, procedures, internal controls, and audits within the MTA IT Department.
  • Review existing policies and procedures that may need to be revised or rescinded, including asset policies and procedures.
  • Identify new policies, procedures, and controls needed to appropriately evaluate, mitigate, and manage business risk.
  • Collaborate with the Executive Offices to develop and issue policies, procedures, and related documents.
  • Develop IT communications programs for MTA and IT staff based on established themes.
  • Execute communication programs and take the necessary steps to deliver and measure their success.
  • Develop and document business processes using MS Visio.
  • Create Standard Operating Procedures and document key process requirements.
  • Perform root-cause analysis and value stream mapping.
  • Lead Kaizen and Continuous Improvement events and improvement teams.
  • Apply lean methods, waste elimination, 5S, total productive maintenance, flow, and error-proofing techniques.
  • Prepare concise and insightful reports in a timely manner.
  • Manage projects, coordinate activities, and effectively handle multiple priorities.
  • Exercise sound judgment and independent decision-making while working in a fast-paced environment.
  • Develop, motivate, and foster teamwork across the organization.
  • Interact effectively with internal stakeholders, individuals at all organizational levels, and outside agencies.
