Job Description

We are seeking an experienced Project Manager to lead the implementation of a high-priority Commonwealth technology project supporting the DDAP (Drug and Alcohol Programs) initiative and Enterprise ELS efforts.

The Project Manager will be responsible for driving the project from initiation through successful implementation, ensuring delivery on schedule, within budget, and according to business, technical, and quality requirements.

The ideal candidate will have strong project management experience, excellent stakeholder communication skills, and experience working with IT teams, vendors, and business/program areas. The candidate should be familiar with the PMI project management lifecycle and five project phases and have experience managing complex projects with long delivery cycles.

Key Responsibilities

  • Lead and manage the complete project lifecycle, including planning, requirements, design, development, testing, implementation, and closeout.
  • Support the Enterprise ELS PM by managing DDAP project activities according to established timelines and schedules.
  • Develop and maintain detailed Project Management Plans, project schedules, estimates, communication plans, and deliverable matrices.
  • Manage project scope, schedule, budget, resources, milestones, dependencies, and deliverables.
  • Coordinate project activities across business teams, IT teams, vendors, and stakeholders.
  • Develop project estimates for planning, analysis, design, construction, testing, and implementation.
  • Track project progress and take corrective action to ensure successful and timely delivery.
  • Manage multiple project workstreams and prioritize activities based on project objectives and strategic priorities.
  • Monitor project budgets and communicate financial status to appropriate stakeholders.
  • Manage project risks, issues, assumptions, and dependencies using a RAID Log.
  • Develop risk mitigation strategies and track risks and issues through resolution.
  • Manage scope changes in accordance with established Change Management processes.
  • Coordinate system testing and work with appropriate resources to ensure testing requirements are completed.
  • Schedule and facilitate project status meetings, reviews, inspections, peer reviews, and quality assurance activities.
  • Prepare and distribute weekly and periodic project status reports, metrics, dashboards, and recommendations to project teams and senior leadership.
  • Serve as the primary point of contact for project-related issues and stakeholder communications.
  • Build and maintain strong relationships with customers, program representatives, IT teams, vendors, and senior management.
  • Facilitate discussions between business/program areas, IT teams, and vendors to identify and resolve issues.
  • Work with Application, Data Warehouse, Informatics, Solution Management, Networking, Security, and Service Management teams to coordinate project activities.
  • Ensure project activities comply with established IT PMO standards, methodologies, processes, and procedures.
  • Follow applicable Daptiv project management guidelines and provide required weekly project updates.
  • Balance project workload with team capacity and proactively communicate resource concerns.
  • Coordinate and conduct project-specific training and orientation sessions.
  • Prepare and deliver presentations, proposals, and project updates as required.
  • Mentor less-experienced project management staff when needed.
  • Conduct final project evaluation and obtain stakeholder sign-off and acceptance.

Required Qualifications

  • 7+ years of relevant Project Management experience managing complex IT projects.
  • PMP certification through PMI with at least 5 years of PMP experience.
  • Strong experience managing projects through the full lifecycle from initiation through implementation and closeout.
  • Experience managing project scope, schedule, budget, resources, risks, issues, dependencies, and deliverables.
  • Strong knowledge of PMI project management methodologies and the five project management process groups.
  • Excellent stakeholder management, communication, facilitation, and problem-solving skills.
  • Experience working with cross-functional IT teams and vendors.
  • Strong experience with project planning, reporting, status tracking, and risk management.
  • Must be a current Pennsylvania resident.
  • Must be able to work from the Harrisburg, PA office at least one day per month, with additional onsite work as requested.

Highly Desired Qualifications

  • Experience implementing SaaS solutions.
  • Strong, demonstrable background in Public Health.
  • Experience working specifically with Drug and Alcohol Programs (DDAP).
  • Experience working with government/Commonwealth technology projects.
  • Experience working with enterprise IT PMO standards and methodologies.
  • Experience coordinating application, infrastructure, data, security, networking, and service management teams.
