We are seeking an experienced Senior Oracle Database Developer with strong expertise in Oracle database development, PL/SQL, performance tuning, database migration, and enterprise data interfaces. The ideal candidate will have significant experience working with healthcare, Medicare/Medicaid, government financial systems, and PeopleSoft Financials.

The candidate will be responsible for developing and maintaining Oracle databases, optimizing SQL performance, supporting database migrations, developing interfaces, and working closely with application developers and business users.

Key Responsibilities

  • Develop complex Oracle SQL and PL/SQL queries, stored procedures, packages, triggers, tables, and database objects.

  • Develop and maintain database migration scripts to move database structure and data changes from Development to QA and Production environments.

  • Compare Development, QA, and Production databases to identify structural differences and create scripts to synchronize database environments.

  • Develop scripts to automate database support, maintenance, and operational activities.

  • Troubleshoot and optimize slow-performing SQL queries and database processes.

  • Perform Oracle performance tuning using SQL rewrites, indexes, partitions, table redesign, and query optimization.

  • Monitor application databases for inefficient SQL and full table scans and implement appropriate indexing and optimization strategies.

  • Measure database performance before and after tuning to validate improvements.

  • Upgrade legacy Oracle databases to current supported versions.

  • Split Oracle database instances containing multiple application schemas into separate application-specific Oracle instances while preserving users, roles, permissions, and schema-to-schema access.

  • Develop and maintain database interfaces and data exchange processes with external systems, including the Statewide Financial System (SFS).

  • Implement database-level workarounds for failed application processes while application-side issues are being resolved.

  • Design and maintain Oracle tables containing Protected Health Information (PHI) in healthcare environments.

  • Design and maintain Oracle databases containing complex government financial data, including budgets, encumbrances, and payments.

  • Support and maintain Medicare Part D billing systems, including NCPDP transactions such as B1, B2, B3, and E1.

  • Design, build, and maintain data interfaces with PeopleSoft Financial Systems.

  • Support applications used for Medicare/Medicaid Cost Reporting.

  • Assist application developers with database-related development and troubleshooting.

  • Work with business users to understand requirements and translate them into technical database solutions and data models.

  • Prepare technical documentation and support database-related production issues.

Required Qualifications

  • Minimum 7 years of experience with Oracle database design and development, including PL/SQL, stored procedures, packages, indexes, triggers, tables, and related database objects.

  • Minimum 7 years of Oracle performance tuning experience, including SQL optimization, indexing, partitioning, table redesign, SQL rewrites, and full table scan analysis.

  • Minimum 3 years of experience upgrading legacy Oracle databases to current supported versions.

  • Minimum 3 years of experience splitting Oracle database instances containing multiple application schemas into separate Oracle instances, while preserving users, roles, permissions, and required schema-to-schema access through database links or data facades.

  • Minimum **7 years of experience building and maintaining Oracle tables containing PHI within a healthcare environment.

  • Minimum 7 years of experience working with complex government financial data, including budgets, encumbrances, and payments, within a government organization supporting a budget of $2 billion or more.

  • Minimum **7 years of experience maintaining and supporting a Medicare Part D billing system, including NCPDP transactions such as B1, B2, B3, and E1.

  • Minimum 5 years of experience designing, building, and maintaining data interfaces with PeopleSoft Financial Systems.

  • Minimum 5 years of experience working with applications that provide data for Medicare/Medicaid Cost Reporting.
