Title:IT Project Manager / EHR Implementation
Harisburg,PA

Requirements:

• Experience with the implementation of an Electronic Health Record (EHR) system where the customer was transitioning from a paper-based charting system.

• Possess Project Management Institute (PMI) Project Management Professional (PMP) certification for a minimum of 5 years. MUST UPLOAD A VALID COPY OF PMP CERTIFICATION WITH CANDIDATE SUBMISSION.

• Must currently reside locally in-state. Out-of-state candidates will not be considered.

• Able to work on-site in the primary headquarters office two (2) days a week as requested.

• Participate with Program Office staff in off-site meetings (i.e., regional health centers), if required/requested.

• 7 to 9 years of relevant Project Management experience proving the ability to perform the role effectively.

• Experience with organizational change management (OCM) with independent customers is preferred.

• Experience with EHR and/or EMR, health informatics, and health IT.

• Ability to direct, administer, manage, and facilitate enhancements and business process re-engineering for developmental projects.

• Ultimate responsibility for the enterprise program implementation. The PM must ensure the project is completed on schedule, within the defined budget, and that the final product meets the business, technical, and established quality requirements.

• Familiarity with the five (5) phases along with inputs/outputs identified by the Project Management Institute (PMI) that combine to turn a project idea into a working product.

• Strong interpersonal skills to consult with the program area and various IT teams to define requirements, analyze/resolve problems, and ensure collaboration and agreement on recommended solutions.

Key Responsibilities:

• Direct, administer, manage, and facilitate an enhancement, business process reengineering, or development of a high-priority, high-profile, enterprise-wide information technology project of strategic importance.

• Drive the entire effort from start to finish, accountable for activities with excess delivery cycles of 8 to 12 months.

• Manage, coordinate, and establish priorities for the complete life cycle of projects including the planning, design, programming, testing, and implementation of business solutions designed to meet the requirements of various enterprise departments.

• Develop estimates for enhancement, business process re-engineering, or development efforts in planning, analysis, design, construction, testing, and implementation.

• Work with team leads to adjust and revise project estimates when necessary, ensuring new project estimates are approved by the client and agreed upon.

• Develop the detailed Project Management Plan for the project effort and secure approval and sign-off with customer representatives and all affected stakeholders.

• Oversee delivery of all work tasks identified in the Project Management Plan and Project Schedule.

• Design project plans that identify needs and define major tasks and milestones based on scope, resources, budget, and personnel.

• Manage and track project progress against the project schedule, monitor milestones/phases, and take corrective action as needed to ensure the project remains on track.

• Monitor and track the project budget and advise necessary stakeholders.

• Plan, organize, prioritize, and manage multiple work efforts across the project team.

• Notify team members of project timelines, milestones, phases, work requests, target dates, and approved executable work packages.

• Schedule and monitor status reviews, project management inspections, and software quality assurance work product/process reviews with appropriate stakeholders.

• Capture, report, analyze, and distribute reports on required project management metrics associated with improvement measures.

• Ensure all changes to scope follow processes outlined in the Change Management Plan and are strictly documented.

• Create, review, and obtain approval for the Communication Plan and Deliverables Matrix to ensure effective communication with all stakeholders and management.

• Prepare periodic status reports for the project team, team leads, Sponsor, and stakeholders, and report recommendations to senior leadership as needed.

• Follow internal IT PMO methodology to ensure consistency throughout the various IT and program areas by reviewing project standards and procedures with team members.

• Provide input and support for continual improvement within the enterprise IT PMO.

• Mentor less experienced project management staff to build overall understanding of project management when needed.

• Work closely with internal IT Application, Data Warehouse, Informatics, Solution Management, Networking, Security, and Service Management teams to identify schedule tasks supporting the implementation.

• Facilitate discussions between IT areas and vendors with a focus on solutions to ensure program needs are achieved.

• Anticipate issues and proactively address them. Identify, track, and manage project risks and issues using a RAID+ Log, and develop risk mitigation strategies tracking to closure.

• Build and maintain relationships with key stakeholders and customer representatives, serving as the primary point of contact for all project-related issues.

• Communicate effectively with customers and software/hardware suppliers supporting the enterprise.

• Following established PMO guidelines, provide weekly project updates and personal status reporting via SharePoint.

• Coordinate system testing with appropriate staff resources and deliver presentations as necessary.

• Ensure project compliance with internal agency standards and procedures.

• Balance workload with project members’ capacity and proactively engage management.

• Plan, coordinate, and conduct training and orientation sessions.

• Accountable for peer reviews with appropriate project team resources.

• Complete weekly timesheet reporting in the designated Vendor Management System by COB Friday.

• Following the guidelines of the internal PMO, set up a project SharePoint site and utilize Microsoft Teams for key documentation.
