Business Development Lead
Location: HQ – Fairfax, VA
Hybrid Remote: 3 days onsite per week
Position Overview
Nationwide IT Services (NIS) is seeking an experienced Business Development Lead to support the growth of our Federal Government business. This individual will play a key role throughout the Business Development lifecycle, including opportunity identification and qualification, customer engagement, capture activities, teaming and partner coordination, and proposal development.

The Business Development Lead will identify, research, qualify, and track new business opportunities within Federal Civilian and Department of Defense (DoD) agencies while supporting the continued growth of existing customer relationships. The successful candidate will have a strong understanding of the Federal contracting environment and the ability to develop actionable opportunity intelligence, build customer and industry relationships, and help position NIS for successful pursuits.

This position requires a hands-on business development professional who can independently manage opportunities while working collaboratively with NIS leadership, Capture, Proposal, Operations, and partner organizations.

Duties and Responsibilities

  • Identify, research, qualify, and pursue new business opportunities within Federal Civilian and DoD agencies.
  • Develop and maintain a pipeline of qualified opportunities aligned with NIS capabilities and strategic growth objectives.
  • Research and understand Federal customer missions, requirements, acquisition strategies, budgets, and procurement timelines.
  • Develop detailed opportunity assessments and provide recommendations regarding pursuit strategies.
  • Identify opportunities early in the acquisition lifecycle, including opportunities prior to public solicitation when possible.
  • Build and maintain relationships with Federal customers, industry partners, and other key stakeholders.
  • Increase customer and industry awareness of NIS capabilities and solutions.
  • Support capture activities for strategic Federal opportunities, including competitive assessments, teaming strategies, solution development, and win strategies.
  • Support gate and bid/no-bid reviews and provide opportunity intelligence to assist leadership in pursuit decisions.
  • Analyze IDIQ and BPA task order opportunities and coordinate with internal teams and partner companies.
  • Research and track opportunities using GovWin IQ, SAM.gov, Technomile, and other Federal market intelligence resources.
  • Maintain accurate and timely opportunity information within NIS business development and pipeline management systems.
  • Develop opportunity analyses, reports, briefings, and presentations for NIS leadership.
  • Monitor Federal market trends, emerging requirements, competitors, and potential new markets.
  • Identify, evaluate, and develop relationships with potential teaming partners.
  • Coordinate with Capture and Proposal teams throughout the pursuit lifecycle.
  • Support RFI, Sources Sought, RFP, RFQ, and task order responses.
  • Contribute to proposal strategy and development, including proposal content when needed.
  • Assist in developing strategies designed to strengthen NIS's competitive position and increase probability of win.
  • Represent NIS at customer meetings, industry events, conferences, and other business development activities.
  • Support additional strategic growth initiatives as required.

Required Qualifications

  • U.S. Citizenship required.
  • Bachelor’s degree in business, Marketing, Communications, or a related field.
  • 5 -7+ years of experience in Federal Government business development, capture, sales, operations, or a related area.
  • Demonstrated understanding of the Federal Government acquisition and procurement process.
  • Experience identifying, researching, qualifying, and tracking Federal business opportunities.
  • Understanding of the Federal capture and proposal development lifecycle.
  • Ability to research and analyze customer requirements, competitors, contract vehicles, and acquisition strategies.
  • Strong customer-facing and relationship-building skills.
  • Excellent written and verbal communication skills.
  • Strong analytical, problem-solving, and organizational skills.
  • Ability to manage multiple opportunities, priorities, and deadlines simultaneously.
  • Self-starter with strong attention to detail and the ability to work both independently and collaboratively.
  • Proficiency with Microsoft 365, including Word, Excel, PowerPoint, and SharePoint.
  • Ability to remain focused and effective in a fast-paced, deadline-driven environment.

Preferred Qualifications

  • Experience supporting business development within the Federal Civilian and/or DoD markets.
  • Experience with GovWin/Deltek, Technomile, or similar Federal opportunity and pipeline management tools.
  • Experience supporting Federal capture activities and bid/no-bid reviews.
  • Experience with IDIQs, BPAs, GWACs, and Federal task order opportunities.
  • Experience developing and maintaining relationships with Federal customers and industry partners.
  • Experience supporting proposal development and creating persuasive proposal or business development content.
  • Experience conducting competitive analysis and developing teaming and positioning strategies.
  • Experience with Salesforce or another CRM platform is a plus.

Additional Requirements

  • Ability to travel for customer meetings, conferences, industry events, and partner meetings as needed.
  • Business travel of up to approximately 10% is expected.
