Job Description
We are seeking an experienced Program/Portfolio Manager to support a senior clinical/appeals leader by taking ownership of complex, large-scale program execution across the organization''s highly regulated project portfolio. This role will operate on a dotted line to that leader while officially reporting up through the IT organization. The individual will free up leadership bandwidth by managing programmatic details, guiding project managers, and serving as a steering point of contact on calls and decisions when the leader is unavailable.

Responsibilities:
- Own and manage complex, large-scale programs and projects (e.g., a single initiative equivalent in scope and complexity to 10–15 typical projects)
- Guide and mentor existing program/project managers on foundational SDLC practices, including requirements gathering, workflow capture, and business process modeling
- Build and maintain project plans, adjusting timelines and scope (e.g., determining what can be deferred to a later phase to deliver an MVP on an accelerated timeline)
- Serve as an empowered decision-maker on calls and in discussions when senior leadership is not present, keeping conversations focused and driving toward outcomes
- Coordinate cross-functionally with IT, vendors, and business stakeholders to keep projects on track
- Interface with vendors, support contract negotiations, and coordinate requirements gathering across teams
- Track and report on project status using Jira, and know when and who to escalate to (e.g., other resource owners) when blockers arise
- Provide informed steering and guidance on SaaS implementations (e.g., Salesforce), including asking the right technical questions around APIs, SSO, DevOps, and automation/RPA concepts
- Understand and account for regulatory and compliance requirements tied to highly regulated environments (e.g., FedRAMP, FISMA High) when guiding implementation and deployment decisions
- Communicate effectively with both technical and non-technical stakeholders, distilling key information and maintaining momentum in discussions
- Support forecasting, resource budgeting, and allocation across multiple concurrent programs
- Strong blend of business acumen and IT experience
- Proven experience managing multiple large, complex programs or projects simultaneously (portfolio-level experience, not single-project program management)
- Experience mentoring or guiding project/program managers on SDLC fundamentals
- Familiarity with Agile and Scrum methodologies and general SDLC processes
- Experience with forecasting, resource budgeting, and allocation across programs
- Experience with SaaS implementations, including a working understanding of API integrations
- Working knowledge of Jira for project tracking and status visibility (navigation-level, not admin or developer-level)
- Strong communication skills, with demonstrated ability to work effectively across technical and non-technical audiences
- High degree of ownership and independent decision-making ability, escalating only when truly necessary
- Direct experience with Salesforce implementations or deployments specifically
- Experience working in highly regulated industries (banking, medical, Medicaid), including familiarity with compliance frameworks such as FedRAMP and FISMA High
- Prior Medicaid program exposure
- PMP, PMI, or other Agile/PM-related certifications
- Familiarity with SSO, DevOps, Git, and automation/RPA concepts
