Job Description

Role Overview

This position serves as the primary technical architect for remediating the Comptroller Automation Platform (CAP) and leading architectural and development efforts across Office of Comptroller (OOC) initiatives. Key responsibilities include:

  • Enhancing code quality and addressing security vulnerabilities

  • Strengthening the agency’s .NET infrastructure

  • Providing hands-on technical guidance to development teams

  • Modernizing legacy UI components (AngularJS, Kendo UI)

  • Collaborating with the LaunchPads lead developer on complex technical changes

The role also involves reviewing remediated application code using SonarQube, ensuring maintainability, release readiness, and adherence to best practices.

Education

  • Bachelor’s or Master’s degree in Computer Science, Information Systems, Data Science, Software Engineering, or related field

  • Equivalent work experience may substitute for formal education

Experience

  • Minimum 7 years of IT experience across multiple domains

  • At least 2–3 years of architecture experience

  • Advanced expertise in application architecture, systems design, and integration, particularly within the .NET ecosystem

Preferred technologies:

  • C# / ASP.NET Core

  • RESTful Web APIs

  • Entity Framework / ORM frameworks

  • .NET Framework and .NET 6+

  • Microsoft Azure

  • CI/CD pipelines (Azure DevOps, GitHub Actions)

  • Front-end frameworks (Angular, React, Vue)

Primary Duties

  • Design and document end-to-end application architectures in .NET

  • Define solution patterns (monolithic, modular monolith, microservices, event-driven)

  • Establish architectural standards and guidelines

  • Evaluate and recommend technology stacks

  • Provide technical leadership and mentorship

  • Review code and design artifacts for compliance

  • Support CI/CD integration and deployment strategies

  • Guide modernization and migration from legacy systems (e.g., COBOL/JCL → .NET)

  • Identify and remediate technical debt

  • Produce architectural diagrams, ADRs, and documentation

  • Collaborate with business analysts and product owners to align technical solutions with business needs

Knowledge, Skills, and Abilities (KSAs)

  • Clean Architecture and Domain-Driven Design (DDD)

  • Event-driven architectures and API integration patterns

  • Web application development and front-end frameworks

  • Azure DevOps tools (App Insights, Key Vault, Blob Storage)

  • SQL Server and relational database design

  • Performance tuning, scalability, and fault tolerance

  • Logging, monitoring, and observability practices

  • Familiarity with SCRUM methodology

  • Experience with ERP/financial systems
