Position Overview

We are seeking an experienced Senior Business Analyst with a background supporting Department of Justice data programs. You will serve as the bridge between DOJ stakeholders and our technical team, translating mission and oversight needs into clear requirements for a modern cloud data lakehouse. You'll help ensure that migrated data, reports, and analytics meet the needs of auditors, investigators, inspectors, and leadership.

Key Responsibilities

•      Lead requirements elicitation sessions with DOJ stakeholders, including interviews, workshops, and working sessions, to understand business processes, data needs, and reporting requirements.

•      Document current-state and future-state business processes, data flows, and system interactions to support migration from legacy data systems to a cloud lakehouse.

•      Develop and maintain business requirements documents, user stories, acceptance criteria, use cases, and requirements traceability matrices.

•      Partner with data engineers and architects to define data mappings, data dictionaries, business rules, and transformation logic.

•      Conduct data analysis and profiling to identify data quality issues, gaps, and inconsistencies across source systems.

•      Support data governance efforts, including metadata management, data lineage, data ownership, and data classification.

•      Gather and refine requirements for dashboards and reports in tools such as Power BI or Tableau, and validate outputs with end users.

•      Participate in Agile ceremonies, including backlog refinement, sprint planning, reviews, and retrospectives, and help the Product Owner prioritize work.

•      Plan and support user acceptance testing, including test scenarios, test execution, and defect tracking.

•      Prepare briefings, status reports, and documentation for both technical and non-technical audiences, including senior government leadership.

•      Support organizational change management and user training as new data capabilities are rolled out.

Required Qualifications

•      Bachelor's degree in Information Systems, Computer Science, Business, or a related field, or equivalent experience.

•      8+ years of business analysis experience, with at least 3 years supporting data, analytics, or data warehouse programs.

•      2+ years of experience supporting the Department of Justice or one of its components (such as OIG, FBI, DEA, ATF, USMS, BOP, EOUSA, or JMD).

•      Demonstrated experience eliciting and documenting requirements for data migration or modernization projects.

•      Strong SQL skills for data analysis, validation, and profiling.

•      Experience writing user stories and acceptance criteria in an Agile/Scrum environment, using tools such as Jira and Confluence.

•      Experience with data mapping, data dictionaries, and source-to-target documentation.

•      Excellent written and verbal communication skills, with the ability to facilitate discussions with diverse stakeholders.

•      U.S. citizenship and the ability to obtain and maintain a DOJ background investigation.

Preferred Qualifications

•      Experience supporting an Office of Inspector General (DOJ or other agency), particularly audit, investigations, or oversight data.

•      Familiarity with cloud data platforms and lakehouse technologies such as Databricks, Snowflake, AWS, or Azure.

•      Experience with BI tools such as Power BI or Tableau.

•      Knowledge of data governance frameworks, such as DAMA-DMBOK.

•      Understanding of federal security and compliance requirements, including FISMA, NIST 800-53, and handling of CUI and PII.

•      Exposure to AI/ML or advanced analytics use cases.

•      Certifications such as CBAP, PMI-PBA, CSPO, or Certified Scrum Master.
